RECOMMENDATION:
Staff recommends that the City Council/Redevelopment Agency Board (Agency Board)
make appointments to the Disability Advisory Committee, Advisory Committee on
Redevelopment and the Landlord-Tenant Mediation Board.
BACKGROUND:
In order to fill vacancies on the committees and board, staff has taken the following
steps to provide public notice:
• Advertisements ran in the Culver City News on August 25, September 1, September
8 and September 15, 2011.
• Advertisements ran in the Culver City Observer on August 25, September 1,
September 8 and September 15, 2011.
• Notice was posted on the City’s web site starting on September 1, 2011.
• Notice was sent via GovDelivery on September 2, 2011.
DISCUSSION:
Consideration of Appointments:
Disability Advisory Committee - Two seats are available for appointment. At its
meeting of June 13, 2011, the City Council expanded the membership of the Disability
Advisory Committee from seven to nine. A total of six people submitted timely
applications indicating an interest in serving on the Disability Advisory Committee.

Agenda Item Report
Advisory Committee on Redevelopment – One seat is available for appointment.
On May 23, 2011, the Agency Board was advised that there were five seats available
for appointment to the Advisory Committee on Redevelopment. Only four people
applied and were appointed. The Agency Board then directed staff to continue
recruitment for the fifth vacancy. A total of 4 applications were received.
Landlord-Tenant Mediation Board:
Please note that there are no term limits for the Landlord-Tenant Mediation Board.
At its meeting of May 23, 2011, the City Council directed staff to continue recruitment
for the two Tenant Representative positions and the Tenant Alternate position. This
was because no applications were received for these positions. The results of this
recent recruitment are as follows:
Tenant Representative – Two seats are available for appointment. One application was
received for this position.
Tenant Alternate – One seat is available for appointment. No applications were
received for this position.
FISCAL ANALYSIS:
For new appointees to the Landlord-Tenant Mediation Board, there will be 30 hours of
professional mediation training at a cost of $625 each and AB 1234 Ethics training.
These costs would be absorbed in existing Housing Division Budget appropriations.
For new appointments to all other commissions, committees or boards, individuals who
have not already completed AB 1234 Ethics training must do so, along with Brown Act
training. Sufficient funds for training were included in the City Council and Agency
Board Adopted Budgets for Fiscal Year 2011/2012.

Thank you for reviewing my application to the Culver City Disability Advisory Committee. I am applying
to be a Committee member because I strongly believe I have the qualities and skills to contribute to this
group and leave a positive impact on Culver City.
One of my main goals is to foster adaptive recreational activities within Culver City. Studies have shown
that children with chronic conditions may have a higher risk for sedentary lifestVles, suggesting that this
population of children could benefit from participating in more physical activities. Through the model I
have established in teaching an Adaptive Taekwondo Class for Culver City Recreation, I hope to guide
other instructors to establish other Recreational Classes that will foster psychosocial and physical
development in special-needs children.

17. Why are you interested in appointment to a City Commission, Board,
Committee, or Task Force?
I am interested in helping Culver City develop more adaptive recreational activities that
accommodate the individual needs of children with physical and/or developmental
disabilities. The Culver City Disability Advisory Committee provides the opportunity to
collectively hear from community members and systematically encourage growth of
adaptive recreation within Culver City. I am excited for the opportunity to serve Culver
City's constituents and making a positive impact on the local special-needs community.
18. What is there specifically in your background, training, education or interests
which qualifies you as an appointee?
As a Pediatric Therapist, I gained an awareness of the everyday needs of children with
disabilities and of their families. I worked with both low-income families and families
with substantial wealth. From this gamut of experiences, I saw the challenges face by
families with special-needs children, regardless of their socioeconomic status.
With years of research experience and a working relationship with the Department of
Pediatrics at the UCLA School of Medicine, I will help bring medical resources to Culver
City as well as opportunities to collaborate with UCLA's faculty physicians.
Having lived in Culver City for 6 years I am deeply connected with the community, I
volunteer for the Socialites event, work with the Vista School on a regular basis,
communicate with the Exceptional Children Foundation on Washington Blvd., and have
attended The Help Group events.
Lastly, after 3 years of teaching a Taekwondo class for special-needs children out of the
Veteran's Memorial Building, I understand the steps and procedures necessary to help
other instructors establish adaptive recreational activities. I strongly believe that my involvement in the local community will help me hear the
needs of Culver City residents and effectively transmit that information to other City
officials.
19. What do you see as the objective and goals of the body to which you seek
appointment?
The objective of the Disability Advisory Committee is to provide assistance in all matters
related to people with disabilities in the community. The goals of the Disability Advisory
Committee are to advise the City Council on issues related to people with disabilities as
well as provide a forum for local issues to be heard and processed.
20. How would you recommend the objectives and goals of the body be changed or
augmented?
At this point, I do not see any necessary changes to the Disability Advisory Committee's
goals and objectives.
2L How would you help achieve the body's established objectives and goals?
I would use my relationship with local businesses and organizations to increase
collaboration with the Social Services department. I would also mobilize these
coimections in order to increase participation in special events within Culver City, such
as the Kid's Carnival in October of every year
I would help create an online forum or website in which people within the community
could provide feedback or comments on issues affecting people with disabilities within
the City.
I would work closely with Culver City Recreation in order to encourage the growth of
adaptive recreation classes for children with special needs.
I would encourage students within the Culver City Unified School District to volunteer
their time in adaptive recreational classes as a way to both earn volunteer hours and gain
awareness of the challenges faced by people with disabilities.
22. What special qualities can you bring to the body to which you seek
appointment?
I bring to the Culver City Disability Advisory Committee a good balance of
determination, creativity, and knowledge. With these qualities, I hope to contribute to Culver City by helping alleviate everyday challenges faced by people with disabilities as

Personal
Tanya received a Childhood Development degree from UCLA. Tanya works with the UCLA
Gymnastics Team annually as a season-opener guest speaker. She has come from an All-Star gymnastics
background, as her mother, Alla Svirsky, is a 3-time USA Olynipic Judge, USA Inductee to the
Gymnastics Hall of Fame 131 and founder of the Los Angeles School of Gymnastics .
Tanya Berenson currently resides in Beverly Hills, California and serves as a Board Member for the
Hampton's Homeowner's Association
Career
In 1995 Tanya Berenson started working at the Los Angeles School of Gymnastics, [4] a non-profit
Olympic-quality training center, considered among the top 10 Olympics training facilities in the country
and has produced several Olympians and internationally-ranked athletes.
She is a pioneer in the field Of Special Olympics (Gymnastics Event .) by founding the Gymnastics for
Special Needs program in LA. 151[6]
Berenson also started the largest multi-level competition in the world [7] The LA Lights Meet
Tournament 2011 [81[9] is one of the few 110] competitions that have ever been sanctioned in the United
States by the Federation Internationale de Gymnastique.
She has also served as a consultant to USA Gymnasties 1111 and help co-found Cheer 4 U Athleties 1121
which is the FIRST All-Star competitive Cheerleading Team in Los Angeles.
