RECOMMENDATION:
Staff recommends the City Council approve a purchase order with UTC F&S for a
MobileView surveillance system that includes hardware, software, and accessories for
six new buses in an amount not-to-exceed $56,310. This amount includes estimated
shipping and handling costs ($500), sales tax ($5,119.08) and a 10% contingency for
unexpected needs that may arise.
BACKGROUND & DISCUSSION:
On September 23, 2013, the City Council authorized the purchase of six (6) new 40’
New Flyer “Xcelsior” buses. Four of these new buses will replace four 2003, 30-foot
buses currently in service.
All 52 buses comprising the Culver CityBus fleet are equipped with advanced
technologies designed to address safety and accurate data transfer requirements.
These technologies include digital video recording (DVR) systems that are accessed
daily by Transportation Department staff for a variety of purposes, including training
and incident report follow-up. The DVR system currently installed is a MobileView
product and UTC F & S is the sole and exclusive supplier of this highly advanced
system.
The Transportation Department is currently in the process of accepting the recently
purchased new Xcelsior buses, and the Equipment Maintenance & Fleet Services
Division will prepare the new buses for operational service.

The proposed purchase is excepted from the formal bid requirements per Culver
City Municipal Code Sections 3.07.045.A and 3.07.045.B. Section 3.07.045.A
excepts bidding requirements “when the needed equipment, supplies or services are
proprietary items of original equipment manufacturers and/or their authorized
exclusive distributors” and Section 3.07.045.B excepts bidding requirements “when
the equipment is a component for equipment or a system of equipment previously
acquired by the City, and is necessary to repair, maintain or improve the City’s
utilization of the equipment.” This procurement falls within both of these exceptions.
FISCAL ANALYSIS:
Sufficient grant funds to pay for the entire purchase are appropriated in the
Transportation Department’s Budget Account Number 20370300.732120, and have
been attained from State of California Proposition 1B PTMISEA Security Grants.
No general fund money will be used for this proposed purchase.

2. Authorize the Purchasing Officer to execute the purchase order on behalf of the City.
