Nachbar (02/05/13) RECOMMENDATION: Staff recommends the City Council award a construction contract to Carvajal Trucking & Tractor, Inc. (CT&T) as the lowest responsive and responsible bidder for the construction of 2012 CDBG Sidewalk Replacement Project, PZ963, CDBG Project No. 601474-12. BACKGROUND: On January 23, 2012, the City Council approved the use of Fiscal Year 2012/2013 Community Development Block Grant (CDBG) funds, as recommended by the City’s CDBG Advisory Committee, for sidewalk repairs in CDBG eligible areas. This project includes sidewalk replacement at multiple locations on Sherbourne Drive, McManus Avenue, and within Syd Kronenthal Park. Sidewalk repair locations are determined by a coordinated effort between the Maintenance Operations and Engineering Divisions of the Public Works Department. Priority is assigned based upon the sidewalk’s condition and its proximity to other needed sidewalk repairs to gain benefit from the economy of scale. The project scope of work consists of removing the existing sidewalk, root trimming as necessary, and constructing a new 4” sidewalk section over a 4” crushed miscellaneous base section. DISCUSSION: On December 31, 2012, the City Clerk’s Office staff publicly opened the bids. (DBA: Alpha Omega Builders) $41,900.00 8 Unique Performance Construction Inc. $42,500.00 9 Castillo Concrete Construction $51,072.22 10 Western Group, Inc. $56,900.00 11 Allied Building Contractors Inc. $59,750.00 Staff reviewed the bid proposal of the apparent lowest bidder, CT&T, and found the bid documents responsive and complete. CT&T’s bid bond, contractor’s license, and worker’s compensation insurance were reviewed and met City and Federal CDBG requirements. Staff contacted CT&T’s references and found that the contractor has completed sidewalk replacement projects in other cities with excellent results. In addition, staff recommends that the City Council authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $4,125 (15%), if necessary for unforeseen conditions. Should the City Council award the contract, the construction project will begin in April 2013 and is expected to be completed by end of May 2013. Engineering Division staff will perform construction management and inspection. FISCAL ANALYSIS: CDBG funds in the amount of $30,844 have been programmed for this project in the Capital Improvement Program included in the City Council Adopted Budgt for Fiscal Year 2012/2013. Adequate Gas Tax funding has, also, been appropriated to fund the remaining project cost of $780 in the Sidewalk Reconstruction Project, P-428.
