RECOMMENDATION

 

Staff recommends that the Civil Service Commission approve the revised recruitment bulletin for Fleet Services Supervisor.

 

 

BACKGROUND/DISCUSSION

 

The Transportation Department (Department) provides public transit service on seven (7) regular routes and a bus rapid transit (BRT) route throughout Culver City and West Los Angeles.  In addition, the Department provides special service routes to SoFi Stadium for NFL and World Cup games, and in the future, 2028 Los Angeles Olympics.  The Department is responsible for the planning, delivery, and monitoring of mobility services within Culver CityBUS fixed route(s) being the foundation of the Department’s services.  The Department consists of three (3) divisions: City Fleet and Facilities Services, Transit Operations, and Transportation Administration Services.  The Fleet Services Supervisor supports the City Fleet and Facilities Services division responsible for maintenance and servicing of all City transit vehicles, in addition to vehicles and equipment used in every City department. 

 

The Fleet Services Supervisor is responsible for the daily coordination and oversight of repair and service performed by supervising skilled and semi-skilled service technicians.  This work is performed to ensure all City department equipment and vehicles are maintained to provide daily transit service along with all City department services requiring the use of vehicles and/or equipment when performing their essential duties.

 

We are submitting the revised recruitment bulletin for approval due to the significance of the classification and the anticipated recruitment to fill vacancies resulting from retirement and promotion.

 

Recruitment Bulletin

 

The proposed recruitment bulletin (Attachment 1) reflects recently approved classification specifications.  The significant updates to the recruitment bulletin include:

                     Clarity to the scope of supervised classifications and services within the Fleet and Facilities Services Division.

                     Usage of software programs in the performance of monitoring repairs and preventative maintenance for the City’s vehicle inventory.

                     Updates the scope of supervisory responsibilities including selection decisions, documenting discipline, developing performance goals and work priorities.

                     Compliance with various safety, regulatory, and training programs for employees supervised.

                     Updates to the minimum requirements to include:

o                     Previous supervisory experience.

o                     Desirable certifications and required license.

o                     Knowledge of specific types of engines, emissions technologies, and safety protocols.

o                     Skill and Ability to provide leadership, organize work assignments, analyze and prepare data, investigate and make decisions.

 

Bargaining Unit Representation

 

This classification is represented by the Culver City Employees Association (CCEA).  CCEA and the City have completed the meet and confer process and CCEA has been provided with a copy of the proposed recruitment bulletin.

 

 

FISCAL ANALYSIS

 

On March 16, 2026, the City Council approved the following salary range for the Fleet Services Supervisor classification to be effective March 23, 2026:

 

Hourly:                      $50.4290 - $61.5549

Monthly:                     $8,741.03 - $10,669.51

Annually:                      $104,892.32 - $128,034.14

 

 

AUTHORITY

 

6.4 Commission Approval:  Where an examination is required, the Human Resources Director shall prepare a Job Bulletin and forward it to the Commission for approval.  It shall not be necessary to obtain additional Commission approval of a Job Bulletin if there have been no changes in the minimum requirements, or examination components.
