RECOMMENDATION
Staff recommends the Subcommittee receive a presentation and discuss two system concepts for reduced Line 1 headways within the Comprehensive Mobility Services Plan and provide direction to staff.
BACKGROUND/DISCUSSION
On March 31, 2026, City staff presented updates at the Standing Mobility Subcommittee Meeting on the Comprehensive Mobility Services Plan (CMSP) for the Culver CityBus network, including the first draft of recommendations and next steps. On June 30, 2026, City staff returned to the Standing Mobility Subcommittee Meeting at the request of Subcommittee members to provide information on how to decrease headways on Line 1 to 10 minutes. In June, City staff provided options for where buses could be reallocated from to decrease Line 1 headways, as well as potential impacts to future service.
Subcommittee members requested staff return again with one to two studied concepts using the initial analysis provided and show what the Culver CityBus system would look like if the information presented on June 30 were adopted.
As of September 2026, Culver CityBus operates 15 minute peak-service headways on Line 1, requiring eight (8) buses. This is equal to the number of buses that would be operated under the draft short-term scenario recommendations in the CMSP. To run 10 minute headways, Line 1 would need 12 buses at peak-service, and to run 12 minute headways, would need 10 buses at peak-service. Culver CityBus cannot allocate more fleet resources to Line 1 without taking buses from other service.
Staff are returning to Subcommittee to provide two concepts, one with Line 1 running 12 minute headways and the other with 10 minute headways, as well as from where those fleet resources would most likely be taken from if pursued. The Line 1 analysis presented, as well as the questions and feedback from Subcommittee, will be incorporated into the final CMSP alongside community input to provide a comprehensive set of recommendations on the future of the Culver CityBus services. City staff and the Project team will continue developing further analysis for the CMSP alongside the analysis developed for Line 1 headway reduction.
