RECOMMENDATION
Staff recommends the City Council approve the specifications and authorize the publication of a notice inviting bids for the ADA Sidewalk Repair Project, PS-011 (CDBG Project No. 602758-25).
BACKGROUND
On November 11, 2024, the City Council approved Community Development Block Grant (CDBG) fund allocation for Fiscal Year 2025-2026 which includes the construction of new ADA curb ramps and repair and replacement of existing uplifted sidewalk to ADA compliant sidewalk at various locations across the City based on previously submitted resident reports and site visits by City staff. The CDBG project number associated with this fund allocation is 602758-25.
The bid documents that include specifications and exhibits have been designed by engineering staff. Also, the Los Angeles County Development Authority (LACDA) has reviewed the documents and deemed them acceptable in meeting CDBG funding program requirements.
This project will focus on the following areas:
• Blair Hills neighborhood: The construction of four new ADA curb ramps at the intersection of Wrightcrest Drive and Lenawee Avenue
• Milton Avenue: The removal and replacement of a curb ramp at Milton Avenue and Aletta Avenue, as well as repair of uplifted sidewalk along Milton Avenue
• 9940 Jefferson Boulevard: The construction of a new ADA curb ramp at the existing crosswalk at 9940 Jefferson Blvd.
• 5215 Sepulveda Boulevard: The removal and replacement of uplifted sidewalk along 5215 Sepulveda Boulevard, between the Ballona Creek Bridge and Machado Road
• Kelmore Street: The removal and replacement of uplifted sidewalk along the 10700 Block of Kelmore St.
Since the sidewalk uplift in mainly attributed to parkway tree root intrusion, existing parkway tree well expansion, parkway tree removal and replacement, curb and gutter reconstruction and driveway approach reconstruction is also part of the scope at select locations.
FISCAL ANALYSIS
The total estimated project cost is $320,000. The proposed project will be funded with CDBG Funds Account 428.CP.80000.730100.PS011, which has $322,600 available for this project. PS011 (CDBG Sidewalk Repairs) can be found in the Capital Improvement Plan section of the budget book on page 593 in CDBG Capital Fund (Fund 428).
