RECOMMENDATION:
Staff recommends the City Council discuss the topic of regional traffic and a
proposal to form a Regional Traffic Working Group involving participation by the City
of Culver City, the City of Los Angeles, and the County of Los Angeles.
BACKGROUND:
Culver City has been experiencing increased traffic impacts as a result of new
development both within Culver City’s corporate limits and in areas surrounding
Culver City in the City of Los Angeles and the County of Los Angeles. Though
projects in Culver City have contributed to some of the problems of traffic congestion
related to new development, by far the biggest contributor to increased traffic results
from major new developments in both the City of Los Angeles and the County of Los
Angeles. The developments at Playa Vista, Howard Hughes Center, Los Angeles
International Airport, the Marina District, Glencoe, Westchester, and other residential
and commercial developments have contributed many millions of square feet of new
development over the past five years with a consequent increase in vehicle trips.
DISCUSSION:
The problem of increased traffic congestion demands regional solutions. All
governmental entities on in the West Side sub-region need to look at developing a

regional traffic mitigation plan that balances growth with transportation and other
needs on a regional basis. This regional review needs to look creatively at broad
based solutions that address:
• Road construction and expansions
• Smart highway information and synchronization systems
• Transportation Systems Management including one-way streets,
rechannelizing intersections, removable curb parking, and other similar
measures
• Increased funding and use of regional transportation systems (including
improved bus service and dedicated bus lanes
• Smart growth to create more compact development with mixed use and
pedestrian oriented design
• Transportation Demand Management (including ridesharing, preferential
parking for HOV, car parking management and pricing)
• Improved light rail transit, trams, shuttles, and bike and pedestrian
improvements.
The plan must be realistic and equitable. Toward that end, staff proposes the
following for the City Council’s consideration:
1. Convening a regional traffic working group involving participation by the City of
Culver City, the City of Los Angeles, and the County of Los Angeles
2. Include as work plan items the following:
a. Preparation of a regional survey of new development quantifying the
size and trip generation of currently proposed and recent development
projects
b. Establishment or intra-jurisdictional planning to minimize the effects of
new development
c. Establishment of regional mitigation measures that require a fair-share
contribution to reduce the impacts of new development
d. Develop a fair share assessment for each project and jurisdiction in the
sub-region to contribute to solutions
Ultimately, the Working Group’s final “deliverable” would be an intra-jurisdictional
cooperative agreement that implements the planning framework for regional traffic
mitigation measures, complete with proposed funding sources for implementation
thereof.

Culver City retains its leadership in the area of local planning. To address issues
within our City, staff is proposing the City Council consider directing staff to prepare
designs for development and other planning and development tools to address traffic
hot spots in Culver City. These areas include Sepulveda Boulevard, Slauson
Avenue, Washington Boulevard, and Venice Boulevard. These planning tools will
include a proposal to have all projects within their respective boundaries to
contribute to the regionally established traffic mitigation programs to be considered
by the Working Group. Should the City Council direct staff to pursue participation in
the Working Group, then additional proposals related to these planning tools will be
prepared and presented to the City Council for consideration.
FISCAL ANALYSIS:
Formation of and participation in the Regional Traffic Working Group will involve
the participation of City Staff. This participation was not anticipated when the work
plans for fiscal year 2007/2008 were developed.
Should the City Council direct staff to pursue formation of the Working Group and
should the other participants consent to participate and the Working Group is
established, then staff would return to the City Council with the agreement forming
the group for the Council’s consideration. It is anticipated that additional fiscal
resources would be needed. Those resources would be identified and requested at
the time the formation agreement is returned to the City Council.

That the City Council:
(1) Discuss the topic of regional developments and their impacts on traffic in the
West-side sub-region and Culver City; and
(2) Direct staff to propose formation of the West-Side Regional Traffic Working
Group with participation by the City of Culver City, the City of Los Angeles,
and the County of Los Angeles.
