RECOMMENDATION
Staff recommends the City Council (1) award a construction contract to CJ Concrete Construction, Inc. as the lowest responsive and responsible bidder, in the amount of $613,242.00 for the Annual Sidewalk, Curb, and Driveway Approach Improvement Project, PZ-428 (Project); and (2) authorize the Public Works Director to approve change orders to the contract in an amount not-to-exceed $153,310.50 (25%).
BACKGROUND
The City receives requests from the public regarding broken and uplifted concrete sidewalks, curb ramps, driveway approaches, and street sections. Public Works staff compiles resident requests and investigates them to assess the damage and potential hazard to pedestrians. In addition to the ongoing replacements of the aforementioned infrastructure completed by Public Works Maintenance and Operations Staff, the Engineering Division regularly manages projects that can address many locations at once, prioritizing locations based on factors such as damage severity, and budget constraints.
Since sidewalk uplift is mainly attributed to parkway tree root intrusion, tree root trimming is also part of the scope of sidewalk projects. The City Arborist provides guidance throughout the duration of the project.

Construction Bids
On July 27, 2026, the City Council approved the Project specifications, and authorized staff to publish a notice inviting bids for the Project. The Notice Inviting Bids was published on the Culver City PlanetBids website on July 30, 2026. Nine (9) contractors responded. The three lowest bid amounts are listed below.

Staff reviewed the contractors’ bid documents and determined that CJ Concrete Construction, Inc. submitted the lowest responsive and responsible bid. CJ Concrete Construction, Inc. has successfully completed several sidewalk replacement projects for the City.
A proposed construction contingency amount of $153,310.50 (25%) is requested for unforeseen conditions during construction and to allow for additional sidewalk curb and gutter or driveway improvements as identified by the City. The Public Works Department Engineering Division staff will perform the construction management and construction inspection of the Project.
FISCAL ANALYSIS
The Project is funded in the City’s Fiscal Year 2026-2027 with a combination of funds. The Adopted Budget for Fiscal Year 2026-2027 includes sufficient funding in the amount of $766,552.50 (base contract plus contingency) for the proposed contract with CJ Concrete Construction, Inc. in CIP PZ-428 Annual Sidewalk, Curb, and Driveway Approach Improvement Project, source funding from Fund 418 - Special Gas Tax and Fund 499 - Culver City Public Finance Authority (PFA). PFA funds will be spent first.

1. Award a construction contract to CJ Concrete Construction, Inc. as the lowest responsive and responsible bidder, in the Amount of $613,242.00 for the Annual Sidewalk, Curb, and Driveway Approach Improvement Project, PZ-428;
2. Authorize the Public Works Director to Approve Change Orders to the Contract in an Amount Not-to-Exceed $153,310.50 (25%);
3. Authorize the City Attorney to review/prepare the necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
