RECOMMENDATION:
Staff recommends the City Council approve as permanent the ten temporary speed
humps installed on Culver Park Drive and Segrell Way.
BACKGROUND/DISCUSSION:
On August 8, 2011, the City Council authorized the temporary installation of asphalt
speed humps on Culver Park Drive and Segrell Way, between Sawtelle Boulevard
and Slauson Avenue, with the goal of speed-calming due to traffic avoiding the
Sepulveda Boulevard widening project last year (the staff report from that agenda
item is attached). Also, the City Council directed that staff return in approximately
six months to one year after the installation of the temporary speed humps and
report the results on speeds, to determine if the speed humps had been successful
at reducing speeds. Based on this, the City Council would decide if the speed
humps should be removed or approved as permanent installations. The temporary
speed humps were installed on September 8, 2011. The Sepulveda Boulevard
widening project was completed on November 15, 2011.
Prior to the installation of the temporary speed humps, staff recorded speeds on
Culver Park Drive and Segrell Way that are higher than desirable or legal on
residential streets: The 85
th
percentile|1010| speed ranged from 36 to 38 miles per hour.
Several months after the installation staff conducted radar speed surveys on both
streets to determine the 85
th
percentile speeds.

Speed surveys were conducted in February, March, and April, 2012. The results of
the studies show that the 85
th
percentile speeds were as follows:

Culver Park Drive shows an 85
th
percentile range between 23 to 25 miles per hour,
as compared to 36 to 38 miles per hour prior to the speed hump installation. Segrell
Way shows an 85
th
percentile range between 25 to 27 miles per hour, as compared
to 36 to 38 miles per hour prior to the speed hump installation. Based on the
comparison of the before and after data, staff concludes that the goal of reducing
speeds has been successfully accomplished by the temporary speed humps, and
recommends that the City Council approve the speed humps as permanent
installations.
FISCAL ANALYSIS:
There will be no additional cost if the City Council approves the ten temporary asphalt
speed humps as permanent. If the City Council directs that the speed humps be
removed, the demolition of the speed humps will require the roadway surface be
repaired. The estimated cost of removal and road surface repair is approximately
$10,000.
