RECOMMENDATION

 

Staff recommends the City Council (1) reject the bids received for the Farragut Connector Demolition and Replacement project, PS-014 (Project); and (2) authorize the publication of a new Notice Inviting Bids to build the Project.

 

 

BACKGROUND

 

The existing path was built in 1972 and provides Farragut Drive access to pedestrians and walking bicyclists from Jasmine Avenue on one side to Jackson Avenue on the other (the “Farragut Connector”). The City’s parcel in which the Farragut Connector is located is approximately 25’ wide and 135’ long and is improved with a 10’ wide concrete pad enclosed by a chain link fence, signage, two streetlights and some trees.  The concrete pad is cracked, and the trees are in poor to moderate health, primarily due to the absence of an irrigation system and the severity of recent droughts. 

 

The scope of work includes demolition of the existing improvements and construction of new fencing, landscaping, an irrigation system, lighting, a combined bottle filler/pet drinking fountain, and permeable pavement that will be “centered” on the City’s parcel in lieu of abutting the 4203 Jackson Avenue house as it does now. 

 

The plans were modified to round some corners and to better mitigate the blind corner on the Jasmine side of the path to enhance safety. On August 14, 2023, the City Council approved the final plans and specifications and authorized staff to publish a Notice Inviting Bids (“NIB”) to build the Project. 

 

 

DISCUSSION

 

Staff released NIB No. 2351 and received the following three responses:

 

 

The bid amounts greatly exceed the engineer’s estimated range of $185,000 to $225,000 and as such, staff recommends the City Council reject all bids and authorize the publication of a new NIB. 

 

Staff will reach out to several general contractors to encourage them to respond to the new NIB, which staff intends to release on November 16, 2023. 

 

 

FISCAL ANALYSIS

 

The Revised Budget for Fiscal Year 2021-2022 contained $50,000 to prepare conceptual plan and construction documents for the Project. The Adopted Budget for Fiscal Year 2022-2023 included $200,000 in additional funds to prepare a topographical and boundary survey of the site and to build the Project for a grand total of $250,000 in CIP No. PS-014 - Account No. 42080000.619800 (Jackson Avenue Pedestrian Walkway Renovation).

 

 

MOTIONS

 

That the City Council:

                     

1.                     Reject the bids received for the Farragut Connector Project, PS-014; and

 

2.                     Authorize the publication of a new Notice Inviting Bids to build the Project.
