RECOMMENDATION:
Staff recommends that the City Council: (1) accept the work performed by the
contractor, Sierra Pacific Electrical for the construction of the Culver West Alexander
Park Rehabilitation (Phase II) - Lighting Improvements, P-835. (2) authorize filing a
Notice of Completion; and (3) authorize the release of the retention funds in the
amount of $6,894.20 after the expiration of the thirty-five day lien period.
BACKGROUND/DISCUSSION:
On August 24, 2009, the City Council awarded a construction contract to Sierra
Pacific Electrical for the construction of the Culver West Alexander Park
Rehabilitation (Phase II) - Lighting Improvements, P-835. This project includes the
removal of the obsolete sport lighting fixtures, the installation of 14-foot high
walkway lights along the jogging path, 4-foot high bollard lights in the McConnell
pathway, and security lights at the recreation building. LED luminaries, which have
longer life expectancy and less energy consumption, were installed with all the
fixtures.
The project has been completed in accordance with the plans and specifications.
The lights have been in operation since last month.

The original contract amount for the project was $71,350. The final contract amount
is $68,942 due to minor savings from the contract final quantity adjustment.
A Land and Water Conservation Fund (LWCF) Grant and Los Angeles County
Proposition A Excess Funds provide the majority of the funding for the Culver West
Alexander Park Rehabilitation Project. There are sufficient funds in account No.
42300835 to release the retention payment. The Parks, Recreation & Community
Services Department is planning to utilize the remaining funds to make
improvements to the alley/walkway to McConnell Boulevard.
MOTIONS:
That the City Council:
1. Accept the work performed by Sierra Pacific Electrical for the Construction of
the Culver West Alexander Park Rehabilitation (Phase II) - Lighting
Improvements, P-835;and,
2. Authorize the Director of Public Works/City Engineer to execute the Notice of
Completion and submit it to the Los Angeles County Recorder’s office; and,
3. Authorize the City Manager to release $6,894.20 in retention to Sierra Pacific
Electrical after the expiration of the 35-day lien period.
