RECOMMENDATION:
Staff recommends the City Council (1) approve budget amendments to appropriate
$10,000 for expenditures and revenues for the 2008 Fiesta La Ballona (Fiesta) for
the remainder of Fiscal Year 2007/2008 and (2) direct staff to include a request of
$115,000 in both revenues and expenditures in the Proposed Fiscal Year 2008/2009
Budget (a total potential appropriation of $125,000).
A budget amendment requires a four-fifths vote.
BACKGROUND:
On February 4, 2008, the City Council considered a report entitled “Receive and File
a Report for the 2007 Fiesta La Ballona Event, and Authorize the Reimbursement of
the Appropriate Reserves Account.” At that time, the City Council authorized the
acceptance of $55,989.64 from the prior Fiesta La Ballona checking account,
authorized the recordation of $23,100 as revenues for the 2007 Fiesta La Ballona,
and authorized the reimbursement of appropriated reserved (from the City’s General
Fund) in the amount of $124,605.10. Additionally, on February 11, 2008, the City
Council directed that the Fiesta La Ballona Committee become an Official City
Committee.
DISCUSSION:
As mentioned in the staff report from February 4, 2008, beginning with the 2007
Fiesta, the revenues and expenditures have been transacted through the City
Treasury with deposits of Fiesta revenues being made with the City Treasurer and

expenditures being made via City warrant. Both the Fiesta Committee and staff
recommend continuing this process for future Fiestas. Additionally, with the Fiesta
La Ballona Committee in the process of becoming an official City Committee, official
City Committee’s transactions should be made through the City Treasury under the
oversight and control of the Chief Financial Officer/City Treasurer.
To facilitate preparation for the 2008 Fiesta La Ballona, the Committee has
requested the ability to make certain expenditures in preparation for the 2008 Fiesta
(to be held in August, 2008). As was clarified by the Chief Financial Officer during
the February 4, 2008 City Council meeting, the majority of expenditures for the
Fiesta occurs after July 1 (after the City’s new fiscal year has begun). To facilitate
the small number of expenditures that may need to be made prior to July 1, staff is
recommending the City Council appropriate $10,000 from the City’s General Fund
Reserve.
The 2007 Fiesta produced approximately $125,000 in expenditures and revenues.
In addition to the $10,000 requested this evening, an additional $115,000 will be
requested as part of the City’s Fiscal Year 2008/2009 proposed budget. Should this
request be approved by the City Council, the Fiesta would have a total of $125,000
in expenditures and revenues appropriated effective July 1, 2008.
FISCAL ANALYSIS:
The proposed budget amendments result in a net zero fiscal impact to the City.
Additionally, should the 2008 Fiesta La Ballona event continue the recent successes
experienced by the Fiesta, it is expected the expenditures and revenues realized in
Fiscal Year 2008/2009 will also be a net zero impact to the City’s General Fund.
It should be noted that with the changes implemented with the 2007 Fiesta La
Ballona, revenues will be deposited with the Chief Financial Officer/City Treasurer
and expenditures will be made through City warrant. Both processes will follow the
standard approval and oversight requirements applicable to City operations
(revenues will be collected using appropriate cash handling and deposit procedures
and expenditures will require the approval of the Department Head and the Chief
Financial Officer/City Treasurer).
