RECOMMENDATION:
Staff recommends the City Council (1) accept the work performed by Pavement
Coatings Co.; (2) authorize filing a Notice of Completion; and (3) authorize the
release of retention funds in the amount of $18,833.41 to Pavement Coatings Co.
after the expiration of the 35-day retention period for the 2012 Residential Slurry
Seal Program, P-863.
BACKGROUND/ DISCUSSION:
On May 14, 2012 the City Council awarded a contract to Pavement Coatings Co. for
application of rubberized slurry seal on selected residential streets. Slurry seal is a
mixture of fine aggregates and emulsified asphalt which is spread in a thin layer over
existing asphalt pavements to prevent streets from deteriorating. The process fills
small cracks and provides a new wearing surface and is an effective way to prevent
water intrusion to the roadway base, thus helping to preserve the pavement and
extend its useful life. The rubber in the slurry seal is derived from used tires. The
slurry seal is rough when applied, but overtime will buff smooth through use. The
buffing process will generate some small pebbles that will be removed by weekly
street sweeping. It is anticipated that the buffing process could take several weeks
or months depending on the level of street traffic.
Streets were selected for the project based on their City Pavement Management
System rating and subsequent visual inspection. The project goal was to preserve
and extend the pavement life of streets that were not yet in poor condition. Slurry City of Culver City, California

seal was identified as an ideal pavement material to maximize the life of existing
street pavement. The following streets received a slurry seal application:
1. Bernardo Rd. (between Tellefson Rd. to cul-de-sac)
2. Barman Ave. (between Sepulveda Blvd. and Elenda St.)
3. Whitburn St. (between Overland Ave. to Kinston Ave.)
4. Spad Pl. (between Venice Blvd. and Washington Blvd.)
5. Reid Ave. (between Washington Blvd. and Jacob St.)
6. Cardiff Ave. (between Culver Blvd. and northerly City limits)
7. Culver Park Dr. (between Sawtelle Blvd. and Slauson Ave.)
8. Ocean Dr. (between Overland Ave. and Rhoda Way)
9. Kinston Ave. (between Jefferson Blvd. and Stever St.)
10. Kelmore St. (between Overland Ave. to Kinston Ave.)
11. All streets within Studio Estates neighborhood
Tilden Avenue and Lindblade Street were also selected, but were removed from the
project following notification from Golden State Water Company that they had
upcoming water main replacement projects which would conflict with two streets
being slurry sealed. These streets will receive the slurry seal application at a later
date. The contract award amount was subsequently reduced from $359,550 to
$314,171.50.
Pavement Coatings Co. successfully completed the work as required in the contract
dated July 26, 2012. The construction inspection services were performed by the
City Council approved engineering on-call contractor, Willdan Engineering.
On May 14, 2012, when the original contract was approved, the City Council
authorized the Public Works/City Engineer to expend an additional $71,450 for
unforeseen contingencies or additional project enhancements. During the
application of the slurry seal on Spad Place, some of the curb and sidewalk sections
collapsed from the construction vibration and were therefore reconstructed through
change order number one. In addition, sections of pavement on Spad Place and
Barman Avenue were in poor condition and unsuitable for slurry seal and were thus
reconstructed as change order number two. Therefore, the total amount of change
orders is $62,496.60 and is within than the change order authority approved by City
Council.
FISCAL ANALYSIS:
The final construction cost, including change orders, is $ 376,668.10. Funds are
available in the project account number 41880000.730100.PZ863 for the final project
costs. .

MOTIONS:
That the City Council:
1. Accept the work performed by the contractor, Pavement Coatings Co., for the
construction of the 2012 Residential Slurry Seal Program, P-863; and,
2. Authorize the Public Works Director/City Engineer to execute the Notice of
Completion and submit it to the Los Angeles County Registrar-Recorder’s Office
for recordation; and,
3. Authorize the release of $18,833.41 in retention funds to Pavement Coatings Co.
following the expiration of the 35-day lien period.
