RECOMMENDATION
Staff recommends that the Martin Luther King Jr. Celebration & Juneteenth Celebration Advisory Committee (1) review Fiscal Year 2025-2026 Budget Recommendations to the City Council; and (2) if desired, authorize transmittal by staff of the correspondence to the City Manager.
BACKGROUND/ DISCUSSION
Beginning in Fiscal Year 2014-2015, the City Council instituted an enhanced budget process. This process provides additional opportunities for the public to provide input into the budget document. Further, the City Council now specifically invites members of the City’s Commissions, Committees, and Boards to provide comments during the City’s budget process.
On January 15, 2025, the Martin Luther King Jr. Celebration & Juneteenth Celebration Advisory Committee (Advisory Committee) reviewed the money allocated for the Martin Luther King Jr Event and Juneteenth Event for Fiscal Year 2024-2025 and discussed potential increase in services for each event. There was consensus that Advisory Committee member Christian Green with the support from Chair LaToya Hearns would draft the correspondence to the City Council.
Fiscal Year 2024-2025 Advisory Committee Budget Recommendations
PRCS Commission Fiscal Year 2024-2025 Budget Recommendations were as follows:
Juneteenth
Additional funding of $10,000 that will used to:
• Expand food offerings to better accommodate our growing audience.
• Increase the scale and diversity of entertainment, ensuring that we offer a wide range of cultural performances.
• Support the operational costs associated with a larger event space and enhanced community outreach.
MLK Day
Additional funding of $10,000 that will used to:
• Increased Food Budget: To ensure that we can serve an expanded crowd, offering diverse and high-quality meals to attendees.
• Entertainment Enhancements: To provide a richer cultural experience, including live performances, speakers, and other activities that align with Dr. King’s legacy of social justice and equality.
For the current fiscal year, we have been allocated $25,000 for the Juneteenth Celebration event and $10,000 allocated for the Martin Luther King Celebration event.
The City of Culver City Fiscal Year 2024-2025 Budget was adopted by the City Council on June 12, 2024.
The Advisory Committee should consider dissolving the Ad Hoc Subcommittee on Sponsorship/Donations for Martin Luther King Jr. & Juneteenth. The primary objective of this subcommittee is to secure sponsorships and donations. However, as the Advisory Committee is now requesting additional financial support from the city, it raises questions about the continued need for the subcommittee to seek supplementary funds.
FISCAL ANALYSIS
There is no fiscal impact associated with the discussion of this Agenda Item. However, the discussion does include consideration for changes in the budget accounts associated with the Parks, Recreation and Community Service Department and Economic and Cultural Development Department.

That the Parks, Recreation and Community Services Commission:
1. Review and finalize the Martin Luther King Jr. Celebration & Juneteenth Celebration Advisory Committee draft Fiscal Year 2025-2026 budget recommendations to the City Council; and
2. Authorize transmittal by staff of the correspondence to the City Manager.
