RECOMMENDATION

Staff recommends the City Council adopt a resolution authorizing the City to apply for a grant opportunity through the California Department of Parks and Recreation, Statewide Park Development and Community Revitalization Program for up to $11,500,000 for improvements at Fox Hills Park, Tellefson Park, and Culver West Alexander Park (Attachment 1).

BACKGROUND/DISCUSSION

The Statewide Park Development and Community Revitalization Program (SPP) is a competitive grant program administered by the California Department of Parks and Recreation (State Parks) to support the acquisition and development of new parks and the renovation, expansion, or substantial improvement of existing parks and recreational facilities in critically underserved communities throughout California. The program was established through Assembly Bill 31 in 2008 and has previously been funded through Proposition 84 and Proposition 68. Proposition 4, the 2024 Climate Bond, provides funding for the program's fifth competitive funding round (Round 5).

Proposition 4, approved by California voters on November 5, 2024, authorized $10 billion in general obligation bonds for climate-related investments throughout the State. Proposition 4 funding allocated to the SPP provides approximately $188.5 million for the program's fifth competitive funding round (Round 5). The program is intended to expand access to parks and outdoor recreation in critically underserved and climate-vulnerable communities, including communities with limited or no access to nearby public outdoor recreation.

For Round 5, eligible applicants include cities, counties, districts, qualifying joint powers authorities, and nonprofit organizations. Grant requests may range from $200,000 to $8.5 million per park. A local matching contribution is not required. Each park must be submitted as a separate application, although an eligible applicant may submit applications for multiple parks.

Eligible projects may include the acquisition and development of new parks as well as improvements to existing parks and recreational facilities. Depending on the proposed project, eligible improvements may include recreational facilities, playgrounds, athletic fields, trails, community gardens, outdoor fitness equipment, aquatic facilities, public art, amphitheaters, and other amenities that expand opportunities for outdoor recreation and community gathering.

Proposed Grant Applications

Staff intends to submit three separate applications for improvements at Fox Hills Park, Tellefson Park, and Culver West Alexander Park. The three applications represent a combined grant request of $11.5 million.

Fox Hills Park - $8,500,000

The proposed Fox Hills Park project represents the City's largest application and includes multiple major capital improvements identified in the City's adopted Parks Master Plan. Proposed improvements include:

•                     Planning and design;

•                     Basketball court renovations;

•                     Field renovations and irrigation upgrades;

•                     Perimeter walk and landscaping improvements;

•                     Restroom facility upgrades;

•                     Installation of two pavilions and a shade sail structure;

•                     Playground upgrades;

•                     Signage and fencing upgrades;

•                     ADA improvements throughout the park; and

•                     Lighting improvements throughout the park.

The proposed improvements would address multiple identified facility and site needs while improving accessibility, recreational opportunities, safety, shade, and opportunities for community gathering.

Tellefson Park - $2,000,000

The proposed Tellefson Park project consists of targeted improvements identified through the Parks Master Plan. Proposed improvements include:

•                     Perimeter walk upgrades;

•                     Restroom facility upgrades;

•                     Signage upgrades;

•                     Turf replacement and landscape enhancement;

•                     Irrigation Upgrades

•                     Fencing improvements; and

•                     Addition of nature play area.

The proposed improvements would address identified site deficiencies while enhancing the park's recreational and outdoor play opportunities.

Culver West Alexander Park - $1,000,000

The proposed Culver West Alexander Park project consists of targeted improvements identified through the Parks Master Plan. Proposed improvements include:

•                     Basketball court renovation;

•                     Building renovations;

•                     New landscaping, plants, and fencing;

•                     Installation of a shade sail structure; and

•                     Dumpster enclosure upgrades.

The proposed applications and improvements are based on priorities identified in the City's adopted Parks Master Plan. Fox Hills Park represents the largest proposed investment because the project encompasses multiple major capital improvements identified in the Parks Master Plan. The proposed Tellefson Park and Culver West Alexander Park projects consist of more targeted improvements intended to address specific facility and site needs identified through the City's park planning process. The proposed improvements will enhance public access, recreational opportunities, accessibility, and the overall usability of existing park facilities.

FISCAL ANALYSIS

The City is requesting a total of $11.5 million in grant funding. No local matching contribution is required. Because the grant is reimbursement-based, the City will be responsible for initially funding eligible project expenditures and subsequently seeking reimbursement from State Parks. If awarded, staff will return to City Council for approval to accept the grant funds and appropriate the necessary funds to initially advance eligible project expenditures.
