Adoption of (1) a Resolution of the Culver City Housing
Authority Designating a Chairperson, Vice Chairperson and
Officers of the Housing Authority, Establishing the Terms
of Office and Succession, Adopting Rules of Procedure,
Personnel Rules and Regulation and a Conflict of Interest
Code, Providing for the Time and Place to Hold Regular
Meetings of the Housing Authority and Approving a
Cooperation Agreement with the City of Culver City; and (2)
a Resolution of the Culver City Housing Authority Accepting
the Transfer of All Housing Assets, Rights, Powers, Duties,
Obligations, Liabilities and Functions, Previously
Performed by the Culver City Redevelopment Agency.
Sol Blumenfeld, Assistant Executive Director, provided a
summary of the material of record.

MOVED BY COMMISSIONER COOPER, SECONDED BY COMMISSIONER
ARMENTA AND UNANIMOUSLY CARRIED, THAT THE CULVER CITY
HOUSING AUTHORITY:
1. ADOPT RESOLUTION NO. 2012-HA001 DESIGNATING COMMISSIONER
O’LEARY AS CHAIRPERSON, AND COMMISSIONER COOPER AS VICE
CHAIRPERSON AND OFFICERS OF THE CCHA, ESTABLISHING THE
TERMS OF OFFICE AND SUCCESSION, RULES OF PROCEDURE,
PERSONNEL RULES AND REGULATION AND A CONFLICT OF INTEREST
CODE, PROVIDING FOR THE TIME AND PLACE TO CONDUCT REGULAR
MEETINGS OF THE CCHA AND APPROVING A COOPERATION AGREEMENT
WITH THE CITY OF CULVER; AND
2. ADOPT RESOLUTION NO. 2012-HA002 OF THE CULVER CITY
HOUSING AUTHORITY ACCEPTING THE TRANSFER OF ALL HOUSING
ASSETS, RIGHTS, POWERS, DUTIES, OBLIGATIONS, LIABILITIES
AND FUNCTIONS, PREVIOUSLY PERFORMED BY THE CULVER CITY
REDEVELOPMENT AGENCY.

Chairperson O’Leary invited public participation.
The following member of the audience addressed the Housing
Authority:
Cary Anderson pointed out that allegedly there was no
public notification regarding the Housing Authority
meeting; that the Housing Authority agenda was not
available online; and he questioned how many agendas were
made available to the public.
Discussion ensued between the Housing Authority and staff
regarding clarification that 25 copies of the Housing
Authority agenda were printed and that copies were
available in the Council Chambers; procedural issues;
posting of the Housing Authority agenda; and the system for
posting agendas to the website.
