RECOMMENDATION
Staff recommends the City Council adopt a Resolution (Attachment 1) approving and confirming the findings from the 2025 Housing Element Annual Progress Report (Attachment 2) as required by the State of California Department of Housing and Community Development, and the 2025 General Plan Annual Progress Report (Attachment 3) as required by the State of California Governor’s Office of Land Use & Climate Innovation.
BACKGROUND
The State of California Department of Housing and Community Development (HCD) requests data on Housing Element implementation from jurisdictions on an annual basis. The State requests information related to the number of net new housing units and goal and policy achievement. HCD tracks net new housing development to determine the number of units added within a calendar year. For example, the demolition of a single-family home to construct a triplex would be recorded by HCD as two new dwelling units.
This data is used to assess jurisdiction-specific progress in meeting Regional Housing Needs Allocation (RHNA) numbers. The Planning and Development and Housing and Human Services Departments prepared the 2025 Housing Element Annual Progress Report (APR) and will submit it to HCD by the April 1, 2026 deadline.
The State of California Governor’s Office of Land Use and Climate Innovation (LCI) requires a General Plan Annual Progress Report (APR) to monitor implementation of General Plan policies, goals, and actions. The APR is flexible in format and recommends a discussion of major projects that satisfy goals of the General Plan as well as planning activities initiated in 2025.
DISCUSSION
2025 Housing Element Annual Progress Report
The City adopted the 2021-2029 Housing Element on August 8, 2022 and received certification by HCD in October 2022. The 6th Cycle RHNA requires that the City adequately plan to permit 3,341 new dwelling units, at various affordability levels, over the course of the eight-year period between 2021-2029. HCD recommends planning for a buffer beyond the minimum RHNA to ensure the number can be met. The Culver City Housing Element plans for 8,325 new units, which is 249% of the RHNA total.
In 2025 the City issued permits for 89 housing units. In total for 2021-2025 the City has issued permits for a total of 665 units, and there are 2,676 units remaining to meet RHNA numbers, as indicated in Table 1. Full numbers and project descriptions can be found in Attachment 2. New units are determined to count towards RHNA numbers only when the building permit is issued.

The City continued to make progress to meet the State-mandated RHNA goals during the 2025 calendar year. State mandates require the City to track the following new housing unit related data, shown in Table 2.

1. In 2025, the City received applications for a total of 1,735 housing units, which included ADUs, single family dwellings, and multifamily developments. Most of the units submitted came from large mixed-use development projects.
2. 2,828 units were issued planning entitlements. The entitled units came from large development projects located throughout the City.
3. A total of 89 units were issued building permits by the Building Safety Division, which includes applications from previous years. The majority of these units are new ADUs.
4. A total of 80 units were issued certificates of occupancy in 2025.
With the adoption of the General Plan 2045, the City has made significant strides towards producing multi-family housing, having received development applications for over 4,400 housing units, with over 650 units designated for affordable housing. The Advance Planning and Current Planning Divisions and the Housing and Human Services Department continued to make progress towards the 44 Housing Element implementation measures/programs in the 2025 calendar year. As of this report, the City has made the following progress:

Notable Housing Element implementation measures/programs completed or in progress include: the continued legal clinics with attorney offices Bet Tzedek for fair housing counseling for Culver City residents/tenants (5A Fair Housing Counseling), the continued preparation and distribution of housing programs through varied media formats (5M Promotion of Housing Programs), the creation of a short-term rental assistance program and emergency rental assistance program to help those impacted by the recent immigration enforcement actions and housing instability through Renter Protection Homelessness Prevention (RPHP) funds from LACAHSA (6A Temporary Emergency Rental and Relocation Assistance Programs), the formal submittal by the City to HCD to receive prohousing designation, and the continued partnership with the Community Corporation of Santa Monica to fund Jubilo Village, a 100% affordable permanent supportive housing project (1F Affordable Housing Development Assistance). 2025 General Plan Annual Progress Report
The General Plan 2045 was adopted in September 2024. The General Plan establishes a 20-year workplan across most City Departments. This workplan consists of 202 implementation actions, which are intended to be implemented as short term (1-5 years), medium term (5-10 years) and long term (10+ years). As of this report, the City has made the following progress towards General Plan Implementation Actions:

Since adoption of the General Plan 2045, notable projects completed or in progress include: the expansion of the Artist Laureate Program, including an increase in the program stipend (IA.AC-4), the creation and implementation of objective design standards to manage new development (IA.LU-7), the adoption of the Multi-Jurisdictional Hazard Mitigation Plan into the General Plan per AB 2140 (IA.S-1), the adoption of the Culver City Parks and Recreation Master Plan (IA.PR-1), the adoption of the City’s Density Bonus Ordinance (IA.LU-4) and updates to the community benefits program (IA.ED-4). ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA) and the State CEQA Guidelines, the adoption of the 2025 Housing Element Annual Progress Report and 2025 General Plan Annual Progress Report is exempt from CEQA Review pursuant to California Code of Regulations Article 14, Section 15306, Information Collection.
FISCAL ANALYSIS
There is no fiscal impact from the adoption of this resolution.
