RECOMMENDATION

 

Staff recommends the City Council approve an agreement with EnCharge for the installation and operation of electric vehicle (EV) charging stations, including revenue sharing, at the future Culver Commons Parking Structure located at Washington Boulevard and Centinela Avenue as well as approve a change order in the amount of $84,375 to Culver Public Market, LLC related to this EV conduit infrastructure.

 

 

BACKGROUND

 

In May 2019, the City entered into a Development and Construction Contract (“DCC”) with Culver Public Market, LLC (“Developer”) for the construction of a public parking structure affiliated with the proposed commercial property located on two sites at the northerly corners of Washington Boulevard and Centinela Avenue (“Project”).

 

As part of this public-private partnership under the DCC, the City approved a contribution of $6.6 million (currently reserved in escrow) to be utilized towards the construction of the structure.

 

In February 2025, the Successor Agency and the Developer entered into an amendment to the DDA that reduced the overall project square footage by approximately 13,300 square feet and removed the market hall component. The amendment also contemplated the reduction of the adjacent parking structure from three and a half levels to two levels, decreasing the public parking structure from approximately 180 to 125 spaces.

 

 

DISCUSSION

 

In February 2026, staff issued a Request for Proposals (RFP) for installation of eight Tier 3 electric vehicle charging stations at the proposed Culver Commons structure to include potential revenue sharing opportunities. The EV Chargers would provide residents and visitors to Culver Commons with opportunities to charge while patronizing businesses. The RFP outlined the following scope of work:

 

Project Scope

1)                     Site Coordination - Coordinating EV chargers’ installation with Regency Centers and The City.

2)                     Design and Engineering - Designing and engineering an EV Chargers that comports with current proposed plans for Culver Commons parking structure.

3)                     Permitting and Regulatory Approvals - Ensuring EV Chargers have valid permits and other installation requirements.

4)                     Equipment Procurement and Installation -Sourcing and installing EV Chargers properly.

5)                     Ownership, Operations, and Maintenance - Managing installation, operation and maintenance processes

6)                     Revenue Collection and Revenue Sharing - Propose a revenue sharing plan with City

7)                     Reporting and Data Sharing -Collecting usage data from users, including peak hours, revenue generations, etc.

8)                     End-of-Term Responsibilities - Should the City not want to continue with vendor, vendor would be responsible for removal and restoring the site.

 

The City received proposals from five firms and conducted a rigorous evaluation of the firms based on the following criteria:

 

-                     Understanding of the project/scope of work and completeness

-                     Firm’s qualifications and experience with similar projects

-                     Project Installation and Maintenance Timeline

-                     Revenue Sharing, Project Cost and Cost Effectiveness

 

Staff from the Office of Economic and Cultural Development, Public Works, and Housing and Human Services Department reviewed the proposals and ranked the firms based on the criteria above. After completion of the interviews, staff selected EnCharge based on their broad experience, comprehensive proposal, and fee value for the services proposed. The term of the agreement would be 10 years, plus two five-year extensions to the City’s option. 

 

EnCharge has installed over 3,000 Tesla superchargers in LA County at various sites ranging from commercial, municipal, and multifamily. EnCharge provides access to the Tesla supercharger network as well as access to Tesla’s maintenance network. Additionally, Tesla Superchargers have a service life of 15 years, providing reliable access to charging for many years. Encharge estimates that typical response times for repairs/unforeseen operating issues would be approximately 48 hours.

 

Due to the timing of the construction project, staff recommends that Culver Public Market LLC install the necessary EV charging conduit at this time, as part of their concrete work occurring in the near future, to ensure seamless integration of the future EV chargers.

 

 

FISCAL ANALYSIS

 

Funding for the EV conduit infrastructure, in an amount not-to-exceed $84,375, can be allocated from the dedicated Public Parking Improvements escrow account, which currently has an available interest accrual balance of $189,485.

 

Assuming the EV conduit work is complete prior to unit installation,  EnCharge proposes a revenue-sharing model for eight Tesla Supercharger stations at the Culver Commons Parking Structure, based on utilization assumptions.

 

In addition to no-cost installation of the individual charging units, the City would receive 10% of gross charging revenue. Annual revenues to the City are estimated to be between $7,000 to $15,000, with the potential to increase as charger usage grows over the term of the agreement.

 

Alternatively, EnCharge proposed an alternative option of a flat rate, in the form of an annual site license fee of approximately $10,000 per year. While this structure provides the City with predictable revenue, the City would not participate in potential revenue upside if charging demand exceeded projections.

That the City Council:

 

1.                     Approve an Agreement with EnCharge for the installation and operation of electric vehicle charging stations, including annual revenue sharing of $7,000 to $15,000 at Culver Commons Parking Structure located at Washington Boulevard and Centinela Avenue;

 

2.                     Approve of a change order in an amount not-to-exceed $84,375 to Culver Public Market, LLC for installation Electric Vehicle conduit infrastructure.

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
