Nachbar (05/30/12) RECOMMENDATION: Staff recommends the City Council (1) accept the work performed by Atlas Allied, Inc., (2) authorize filing a Notice of Completion; and (3) authorize the release of retention funds in the amount of $27,059.92 upon expiration of the 35-day lien period, for the Bristol Sewer Pump Station Improvements and Jasmine, Mesmer, and Overland Sewer Pump Stations Emergency Bypass Improvements, Project P-521 BACKGROUND/DISCUSSION: On June 27, 2011, the City Council awarded a construction contract to Atlas Allied, Inc for this project. The Jasmine, Mesmer, and Overland Pump Stations emergency bypass improvements included the installation of new bypass piping and valves that allow a mobile diesel pump located at the surface to pump directly from the stations’ wet well and discharge into the existing force main. This will allow the sewage in the wet well to be bypassed to the force main in case there is failure of the permanent pumps in the pump station, thus helping to prevent sewer overflows from occurring. The Bristol Pump Station work included the installation of new concrete pavement; a storm drainage system; a seven foot high perimeter block wall; a new motorized steel sliding gate; and a new emergency bypass line and valves. Atlas Allied, Inc. successfully completed the work as required in the executed contract dated August 24, 2011. There is a one year warranty on the workmanship of all work performed beginning at the date of this approval. The construction City of Culver City, California Agenda Item Report management, inspection, and materials testing were performed by CivilSource, Inc. through their on-call general engineering contract. FISCAL ANALYSIS: The approved construction contract amount with Atlas Allied, Inc. was $290,640.00, and the Public Works Director/City Engineer was authorized to approve change orders in the amount not to exceed $72,674.00. The final construction contract amount was $297,991.49 and the total construction expenditure was $377,327.49 as detailed below.
