RECOMMENDATION:
Staff recommends the City Council approve the conceptual design as presented by
Gillis & Associates Architects for the Police Firing Range located in the basement at
4040 Duquesne Avenue and authorize staff to advertise bids using the design/build
format for building modifications and equipment installation to implement this project.
The project is estimated to cost $975,000 and a budget transfer is required and staff
recommends a budget amendment be approved in the amount of $466,000.00.
A 4/5ths vote is required to adopt a budget amendment.
DISCUSSION:
Earlier last year, on March 31, 2005, the Demolition and Clean-Up of the Police
Firing Range was completed under Capital Improvement Project P-832.
Subsequent to this completion, Gillis & Associates was retained by the City in April
2005 to provide conceptual design alternatives for the new Police Firing Range.
After discussions with the Police Department and Public Works, Gillis & Associates
has completed the conceptual design that incorporates the types of equipment
suitable and acceptable to the Police Department for this firing range. Frangible
non-lead bullets are anticipated to be used at this facility and the accompanying
equipment choices and building modifications will be included in this project.
This project is recommended to be advertised as a design/build project due to the
nature of this project. This would allow the designer to pre-qualify contractors to
accommodate this installation. Using the chosen conceptual plan alternative from
Gillis & Associates, the selected Design/Build contractor will produce plans and

FISCAL ANALYSIS:
The amount budgeted in Fiscal Year 2005-2006 for the Police Firing Range is
$509,000.00. An additional $466,000.00 is required to fund this project. The project
estimate is $975,000.00. This project is funded by Fund 416, Asset Seizure, and
there are sufficient funds in this account for this transfer.
