RECOMMENDATION

 

Staff recommends the City Council award a construction contract to Terra Pave, Inc. as the lowest responsive and responsible bidder, in the amount of $139,668 ($124,668 based bid and $15,000 in change order authority) for the construction of the Alley Grading Project, PZ-295.

 

 

BACKGROUND

 

There are approximately 10 miles of unpaved alleys in the City.  Once a year in the summer months the Public Works Department Maintenance Operations Division staff regrade these unpaved alleys to provide proper drainage for the upcoming rainy season. 

 

There are several alleys that required topographic survey, grading design, and a mixture of polymer modified emulsions to improve their durability to vehicular traffic and major storm events. These unpaved alleys are located at the following locations:

 

1.                     The North/South and East/West alleys east of Sawtelle Boulevard, west of Globe Avenue, south of the 405 freeway ramps, and north of Washington Place - approximately 1,000 feet in length.

 

2.                     The North/South alley east of Bentley Avenue, west of Tilden Avenue, south of Venice Boulevard, and 250 north of Matteson Avenue - approximately 250 feet in length.

3.                     The North/South alley west of Sepulveda Boulevard, north of Washington Place, and south of Matteson Avenue - approximately 350 feet in length.

 

Engineering Division staff prepared the specifications and Paller-Roberts Engineering, Inc., performed survey and grading design under the on-call engineering contract with the City.

 

 

DISCUSSION

 

The Notice Inviting Bids was published in a local newspaper, industry trade journals, and posted on the City’s website.  On September 10, 2015, the City Clerk’s Office publicly opened the bids.  Two contractors responded with the following bid amounts:

Staff reviewed the bid proposal of the apparent lowest bidder, Terra Pave, Inc. and found the bid documents responsive and complete.  Its bid bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements.

 

Staff contacted the references listed in the bid documents. The City of La Habra and the County of Orange responded with positive feedback about Terra Pave.

 

Staff recommends that the City Council award the contract to Terra Pave, and authorize the Public Works Director/City Engineer to approve change orders in the amount not-to-exceed $15,000 (12%), if necessary for unforeseen conditions.

 

Project management will be performed by Public Works Department/Engineering Division.

RECOMMENDED MOTIONS

 

That the City Council:

 

1)                     Award a contract a construction contract to Terra Pave, Inc.  as the lowest responsive and responsible bidder, in the amount not-to-exceed $139,668 ($124,668 base bid and $15,000 in change order authority) for the Alley Grading Project, PZ-295; and,

 

2)                     Authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $15,000, if necessary; and,

 

3)                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

4)                     Authorize the City Manager to execute such documents on behalf of the City.
