RECOMMENDATION
Staff recommends the City Council adopt a Resolution terminating the Local Emergency due to civil unrest and violence after the tragic death of George Floyd, proclaimed on May 30, 2020 by the Director of Emergency Services of the City of Culver City, California.
BACKGROUND/DISCUSSION
Under Culver City Municipal Code (CCMC) Section 3.09.020 and California Government Code Section 8630, the City Manager, as the Director of Emergency Services “(Director of Emergency Services”), may proclaim a Local Emergency if the City Council is not in session. On Saturday May 30, 2020, following the tragic death of George Floyd on May 25, 2020 in Minneapolis, Minnesota at the hands of an officer of the Minneapolis Police Department, and the civil unrest and violence that erupted over the following days, the Director of Emergency Services proclaimed the existence of a Local Emergency in Culver City.
Due to the violence, threats of violence, break-ins, and vandalism, the Director of Emergency Services issued curfew orders on May 30, May 31, and June 1, 2, and 3, 2020. On June 5, 2020, the City Council ratified the Local Emergency. Since that time, however, the protests in Culver City have remained peaceful, and the Director of Emergency Services, in consultation with the Culver City Police Department, has determined that the emergency conditions have subsided. Under California Government Code Section 8630(d), the governing body shall proclaim the termination of a Local Emergency at the earliest possible date that conditions warrant.
Accordingly, the Director of Emergency Services recommends that the City Council terminate the Local Emergency.
FISCAL ANALYSIS
There is no fiscal impact associated with the termination of the Local Emergency.
