RECOMMENDATION

 

Staff recommends the Disability Advisory Committee (DAC) draft a Biannual Report to the City Council, including accomplishments during the period of January through July 2026, and an update on upcoming plans for July through December 2026; (2) authorize transmittal of the report to the City Council; and (3) if desired, select a member to deliver an update directly from the DAC at an upcoming City Council meeting.

 

 

BACKGROUND

 

City Council Policy 3002, City Commissions, Boards and Committees; Appointed Representatives to Outside Agencies and Boards (CBC Policy), Section VI (page 7), states (in part): “Periodically, but no less than biannually, each CBC shall submit to the City Council a written report on their respective activities.”  To prepare for this requirement, the City Clerk’s Office will typically direct staff to place this item on the agendas of all CBCs at their June or July 2026 meetings. 

 

The written report to City Council must list the DAC’s accomplishments during the previous six months, along with work plans for the final six months of 2026.  The report format is based on the template provided by the City Clerk.  All CBC reports are due to the City Clerk’s Office by the end of July 2026.  Once all reports are gathered, the City Clerk’s Office will compile all CBC reports into a single attachment, draft a brief staff report, and provide it to City Council as a “receive & file”.  The previous report (Attachment 1) was approved for transmittal to the City Council on December 10, 2025.

 

 

DISCUSSION

 

List of Accomplishments During the Period January through July 2026

 

From staff’s perspective, some of the DAC highlights during this period include:

 

                     Held a successful program for the public on February 11, 2026, entitled “Is Your Business Accessible to All?”.  Presented by Vice Chair Yu-Ngok Lo, FAIA, the lecture focused on helping business owners and community members better understand federal, state, and local, laws, regulations, and building standards concerning public accommodations for people with disabilities.  To allow for a wider audience, the presentation was made available virtually via WebEx in addition to in-person at the Culver City Senior Center.

 

                     Began work with city staff on the creation of an events plan for Disability Awareness Month 2026.

                     The People-First Language and Disability Etiquette for Staff Training Ad Hoc Subcommittee completed and approved for transmittal a memo to City Council recommending development of a training covering the areas of people-first language and disability etiquette. The committee also approved sending a representative to speak on behalf of the DAC at an future City Council meeting to highlight the pertinent points of the memo.

                     Received the following presentations concerning ongoing and upcoming city transit and mobility projects, providing valuable feedback and suggestions to the project engineers:

o                     Report from Thomas Check, Public Works Department, concerning parking-protected bicycle facilities on April 8, 2026

o                     Report from Ryan Hund, Transportation Department, concerning the Sepulveda Connects project

 

                     In relation to the ongoing bike lane improvements around the city, attended a site visit with Thomas Check at a floating island installation at Adams Blvd, providing valuable feedback concerning impacts on the lanes and their impact on persons with disabilities.

 

 

DAC Scheduled Activities Plan

 

Below are recommendations from PRCS staff for DAC’s Scheduled Activities Plan for July through December 2026.  As before, staff will make note of status updates as provided by Committee Members.  Committee Members may add additional items to the Scheduled Activities Plan at this evening’s meeting.  For the Committee’s reference, their previous Scheduled Activities Plan that was transmitted to City Council can be found in Attachment 1.

 

                     Continue work with city staff to advise on preparations for 2026 Disability Awareness Month, including, but not limited to: the Abilities Carnival and Resource Fair; the Commendations voting and nominations process and timeline; the Culver City Julian Dixon Library display case; potential adaptive skate workshop; and other associated events.

                     Receive presentations from outside organizations at future DAC meetings to understand resources available for people with disabilities.

 

                     Consider formation of an ad-hoc subcommittee focused on evaluation of active mobility and complete streets projects by the City of Culver City for their impact on persons with disabilities.  Evaluation would be followed by the composition of correspondence to City Council with recommendations concerning these projects as they affect persons with disabilities.

 

Delivering Updates in Person at City Council Meetings

 

The DAC can select a member of the DAC to attend a City Council meeting as their collective representative and deliver a previously approved announcement or update.  The message must be agreed upon by the majority of the DAC through voting during a prior meeting of the DAC.  Once the message has been approved, staff will notify the City Clerk that the DAC has an update during the agenda item “Community Announcements by Members/Updates from Commission, Boards, and/or Committees/Information Items from Staff.”

 

Recommended motion: That the DAC approves the language and/or update to be delivered to City Council and selects _____________________ to attend a City Council meeting and deliver the approved update as the representative of the DAC.
