Nachbar (02/05/13) RECOMMENDATION: Staff recommends the City Council accept the work performed by Icon West Inc., authorize the filing of the notice of completion, and authorize the release of retention funds in the amount of $3,587 after the expiration of the 35-day retention period for the Transfer Station Wall Repair Project, P-948. BACKGROUND/ DISCUSSION: On September 24, 2012 the City Council awarded a contract to Icon West Inc. for the Transfer Station Wall Repair Project. Structural repair and strengthening was needed on two precast exterior wall panels which had been dislocated. The Culver City Transfer Station, located at 9275 West Jefferson Boulevard, was originally constructed in 1984. Since that time, it has been under continuous heavy use. Refuse, recyclable material, and green waste are delivered and sorted in the facility before being sent to recycling facilities, refuse to energy conversion facilities, or various landfills. The facility has experienced some wear and tear as well as damage. The tipping floor was resurfaced with iron aggregate cement in 2011. Icon West Inc. successfully completed the work as required in the contract without any change orders. The construction inspection services were performed by the City Council approved engineering on-call consultant, RTI Consulting, Inc. City of Culver City, California Agenda Item Report FISCAL ANALYSIS: Project Budget Funding Source Amount Refuse Enterprise Fund (20200948) $350,000 Total $350,000 Estimated Project Expenses Construction Contract (Icon West, Inc) $71,740 Construction Management and Deputy Inspection Services by RTI $15,924 Total Wall Repair Expenditure $87,664 Funds remaining in the project budget will be used for additional maintenance of the City’s refuse Transfer Station, such as the replacement of the scale system, the repair/ replacement of the pit bumper system, and the construction of a protective push wall system. MOTIONS: That the City Council: 1. Accept the work performed by the contractor, Icon West Inc. for the construction of the Transfer Station Wall Repair Project, P-948; and, 2. Authorize the Public Works Director/City Engineer to execute the Notice of Completion and submit it to the Los Angeles County Registrar-Recorder’s Office for recordation; and, 3. Authorize the release of $3,587 in retention funds to Icon West Inc. following the expiration of the 35-day lien period.
