RECOMMENDATION:
Staff recommends the City Council adopt a resolution approving the joint
application with the cities of Monrovia and Claremont for grant funds for the
Sustainable Communities Planning Grant and Incentives Program under the Safe
Drinking Water, Water Quality and Supply, Flood Control, River and Coastal
Protection Bond Act of 2006 (Proposition 84) for the Bicycle and Pedestrian
Master Plan Update (Culver City project), the Green Streets Policy (Monrovia
project) and the Catchment and Stormwater Implementation Plan (Claremont
project) (collectively, the “Projects”).
BACKGROUND:
Since 2011, Culver City has been a member of the California Green
Communities partnership with a number of cities who have pledged to decrease
Greenhouse Gas Emissions in the region. California Green Communities is an
environmental recognition program that fosters innovative ways for participating
cities to reduce carbon emissions and energy consumption while building vibrant,
sustainable communities. The collaboration, through this initiative, began an
interest in a multi-city approach to obtain grant funding under the umbrella of
California Green Communities. The common goals of the initiative provide a
strong base for projects that will impact regions of Southern California beyond
the borders of one specific city. City of Culver City, California

Through this approach, the City of Culver City, as Lead Agency, is submitting a
joint application with the cities of Monrovia and Claremont for Proposition 84
grant funds for the cities’ respective projects.
If awarded, Culver City’s portion of the grant funds will be used to update the
City’s Bicycle and Pedestrian Master Plan (BPMP). The City Council adopted
the BPMP in 2010. As the City’s first bicycle and pedestrian plan, the document
has been of critical importance in addressing bicycle and pedestrian issues.
Since its adoption, the expectation was for the BPMP to be updated regularly as
conditions change and the City continues to meet its bicycle and pedestrian
goals. The anticipated update includes the continued civic participation from
neighborhoods, advocacy organizations, the business community, and residents.
Furthermore, in order to maintain compliance with the Caltrans Bicycle Transit
Account (BTA) requirements and maintain eligibility for a number of grant
opportunities available to the City, it is necessary for an update of the BPMP to
be conducted every five (5) years.
DISCUSSION:
As a member of the California Green Communities, the City is collaborating with
two partnering cities (Monrovia and Claremont) to submit a joint grant application
aimed at reducing Greenhouse Gas Emissions. The joint application would
involve a sub-contract with California Green Communities, a non-profit
organization, to handle quarterly reports, collaboration amongst the three partner
cities, reimbursement and disbursement of monies, community outreach,
educational materials, case study development, and technical assistance. The
City of Monrovia is requesting $250,000 to develop a Green Streets Policy, and
the City of Claremont is requesting $250,000 for a Catchment and Stormwater
Implementation Plan. Benefits of a joint application will include the shared
learning amongst the partner cities, a competitive advantage in the grant
selection process, and leveraged resources throughout the administration of the
grant.
The Culver City project includes the selection of a consultant to conduct
community meetings, safety assessments, and overall update of the BPMP. In
addition to an update of the BPMP, the proposed project will also include the
review of identified areas for future development projects and to adopt a
“Complete Streets” program that includes “Green Streets” components. One
specific area that has already been identified and will be included in the update is
the connection between the Culver City Expo Line Station and Downtown Culver
City along Washington Boulevard. This connection will be reviewed for ways to
increase pedestrian and bicycle access, and a plan will be drafted for
development when future funding becomes available. In addition the plan will
explore bike sharing opportunities in Culver City. City of Culver City, California

Each city is providing 10% matching funds (5% hard match and 5% in-kind)
based on their respective project as well as $3,750 to cover administrative costs
of California Green Communities.
FISCAL ANALYSIS:
The amount being requested from the grant for Culver City is $250,000 to cover
the cost of input meetings, assessments, and development of the updated
BPMP. One half of the required 10% matching amount will be satisfied through
in-kind administration provided by the City and the other half through a 5% hard
match designated in the proposed budget for Fiscal Year 2014/2015. In addition
to the 5% hard match, an additional $3,750 will also be added to each city to
cover partnership costs associated with California Green Communities.
