RECOMMENDATION:
Staff recommends the City Council award a construction contract to Steiny and
Company, as the lowest responsive and responsible bidder, for the construction of
the Washington Boulevard Traffic Signal Improvement Project, P-909.
BACKGROUND:
In 2008, related to a Neighborhood Traffic Management Program (NTMP) with
residents of Berryman Avenue and the adjacent neighborhood, a traffic
engineering firm was hired to perform a traffic signal warrant study at the
intersection of Washington Boulevard and McLaughlin Avenue. The traffic study
concluded that the intersection met the warrants to install a new traffic signal. The
City Council approved a capital project to fund the design and construction of a
new traffic signal at the aforementioned intersection.
Additionally, as part of this signal improvement project, the traffic signal at the
intersection of Washington Boulevard and Berryman Avenue will be modified so
that the northbound traffic is diverted to the east and west on Washington
Boulevard. The existing delineated diverter island in the middle of the intersection
will be removed at the completion of the project.
DISCUSSION:
On June 10, 2010, the City Clerk’s Office publicly opened the bids. Seven (7)
contractors responded with the following bid amounts: City of Culver City, California

Staff reviewed the bid proposal of the apparent lowest bidder, Steiny and Company,
and found the bid documents responsive and complete. Steiny and Company’s bid
bond, contractor’s license, and worker’s compensation insurance were reviewed and
meet City requirements. In 2008, Steiny and Company successfully completed the
Higuera Street and Eastham Avenue Traffic Signal and Intersection Upgrade
Project, P-741 in Culver City.
Construction management and construction inspection
A Request for Proposal (RFP) for construction Inspection services and geotechnical
services was sent to firms on the City Council approved on-call list. After the
proposals are received, staff will review and select the consultant. The cost for the
inspection and geotechnical services is expected to be about $40,000 and $10,000,
respectively.
The project is slated to begin in late July 2010 and expected to be substantially
completed in November 2010.
Public Notification
Approximately two weeks prior to construction activity, the adjacent businesses and
residences that were part of the NTMP will be provided with written information on
the project schedule and contact information.

MOTIONS:
That the City Council:
1) Award a construction contract to Steiny and Company, Inc., as the lowest
responsive and responsible bidder, in the amount of $192,279 for the
Washington Boulevard Traffic Signal Improvement Project, P-909; and,
2) Authorize the Public Works Director/City Engineer to approve change orders
totaling a not-to-exceed amount of $28,840; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
