RECOMMENDATION:
Staff recommends the Culver City Redevelopment Agency (“The Agency”) enter into
a Professional Services Contract with Parson’s Brinckerhoff to provide on call sound
and vibration analysis and technical advice to the City relating to the design of the
Exposition Light Rail Transit Project.
BACKGROUND:
The Metropolitan Transportation Authority (Metro) has proposed to construct a 9.6-
mile light rail transit line to run along the Metro-owned Exposition Right-of-Way from
the existing Metro Light Rail Transit (LRT) station at 7th/Metro Center in downtown
Los Angeles to Venice/Washington in Culver City. This is known as Phase 1 of the
project.
The Exposition Metro Line Construction Authority (Authority) was created by the
California State Legislature to oversee the final design and construction of the
Exposition Light Rail Transit (Expo LRT). Phase 1 of the Expo LRT, which consists of
3 segments (A, B, and C) is currently under construction or in the process of design.
The groundbreaking for Phase 1 occurred in early 2006. Segment “C” is the Culver
City portion of the project and is currently in review at the 60% design stage.
DISCUSSION:
The Agency has taken actions to encourage development near the Expo LRT project
that are of the highest and best use, while still assuring that the controls necessary to

mitigate the significant environmental impacts of public facilities and development
upon Culver City are established to protect the general public interest and welfare. As
a result of this, the Agency adopted a DFD to be used as a tool to pro-actively guide
development along and near the Expo LRT Station.
As part of the Agency’s strategy regarding the Expo LRT project, the agency has
retained consultants to provide specialized expertise and services. In order to
determine if the proposed sound wall design and other sound and vibration mitigation
measures of the project are adequate to address the anticipated impacts, a sound and
vibration review must be conducted by a qualified acoustical engineer. In March
2005, the Agency approved entering into a contract with URS Corporation to provide
specialized technical and professional consulting service. The contract specifically
identified Rob Greene, INCE, Board Certified Acoustics-Vibration-Air Quality TRC
Manager as the designated consultant. Mr. Greene has recently left the URS
Corporation for new employment with Parson’s Brinckerhoff. Both of these firms have
extensive experience working on transit projects.
Because of the complexities of the project and the significant amount of review
already provided, staff believes that the replacement of URS Corporation with
Parson’s Brinckerhoff will maintain much needed expertise and historical knowledge
of the Expo LRT project and the issues and positions of Agency.
FISCAL ANALYSIS:
Appropriate $15,000 to Account Number 59190100 (Other Contractual Services) to
fund contract with Parson’s Brinckerhoff.
