RECOMMENDATION

 

Staff recommends that the Equity and Human Relations Advisory Committee (EHRAC) (1) receive a report from the Race Relations Ad Hoc Subcommittee; (2) if so desired, discuss and consider approval of the report’s recommendations; and (3) determine next steps as deemed necessary.

 

 

BACKGROUND

 

As a part of the FY 2023/2024 work plan, the Race Relations - Community Conversation event is one of a two-part series designed to help facilitate the education and encourage the sharing of and listening to different perspectives.

 

At the July 25, 2023, Regular Meeting, during discussions revolving around the work plan and proposed consolidation of events, EHRAC reached a consensus to move forward with “Community Conversations- Race Relations.”

 

At the August 22, 2023, Special Meeting, the Race Relations Ad Hoc Subcommittee was created, and members were appointed thereto.

 

At the September 26, 2023, Special Meeting, consensus was achieved to hear a report from the Race Relations Ad Hoc Subcommittee at the January 23, 2024, Regular Meeting.

 

At the January 23, 2024, Regular Meeting, the Race Relations Ad Hoc Subcommittee presented its report with the following information:

 

TITLE

“Race, Equity & Inclusion: Learning from Our Youth”

 

EVENT PREMISE

Young people are our future. It is imperative that we encourage, empower, and appreciate their participation in civic life. We also recognize that we have a lot to learn from our young people. Many young people today are not carrying the baggage of earlier generations when it comes to race relations and are able to get along with people of different races with ease and grace.

 

EVENT GOALS

Through this event, we want to listen and learn from our youth: -- what are we as a community doing right when it comes to race, equity and inclusion? - What can we do even better? - What enables our young people to get along with each other across differences (e.g., in the sports leagues, our diverse school setting, etc.)?

 

PROGRAM COMPONENTS

These learning goals will be accomplished by incorporating the following components in the program:

                     Panel discussion and/or presentations by high school and college students on the given topic:  Q&A with the audience

                     Facilitated audience discussion (with an explanation of the civil discourse guidelines recommended by the Equity and Human Relations Advisory Committee)

 

DATE

The proposed date was April 16, 2024. Discussion ensued as to an alternative date to preserve the regular meeting on April 23, 2024. 

 

At the February 27, 2024, Special Meeting, EHRAC achieved consensus to receive a report from the Race Relations Ad Hoc Subcommittee at the March 19, 2024, Special Meeting, to determine if hosting of the event prior to the end of the fiscal year is feasible given the content, format and audience recommended in Race Relations Ad Hoc Subcommittee’s report from January 23, 2024.

 

At the March 19, 2024, Special Meeting, the Race Relations Ad Hoc Subcommittee reported that it was unable to meet prior to the Special Meeting; thus, there was no report to provide. During the same Special Meeting, EHRAC achieved consensus to hear an update from the Race Relations Ad Hoc Subcommittee at the April 23, 2024, regular meeting.

At the April 23, 2024, Regular Meeting, EHRAC achieved consensus to push the event to Fiscal Year 2024/2025.

 

At the May 28, 2024, Special Meeting, EHRAC achieved consensus to hear a report from the Race Relations Ad Hoc Subcommittee at the June 25, 2024, Special Meeting.

 

At the June 25, 2024, Special Meeting, EHRAC achieved consensus to hear a report from the Race Relations Ad Hoc Subcommittee at the July 23, 2024, Regular Meeting, and to host the event on September 17, 2024, in either the Garden or Rotunda Room at the Veterans Memorial Complex from 6:00-8:30pm.

 

At the July 23, 2024, Regular Meeting, consensus was achieved to receive and file the report provided by the Race Relations Ad Hoc Subcommittee (Attachment 3). Staff inquired as to how the Latino Heritage Month Speaker was to be incorporated into the event and marketing materials, and staff provided suggestions for the Ad Hoc Subcommittee’s consideration regarding the use of the City Logo, appropriate fonts, and composition of the flyer. EHRAC achieved consensus to hear a final report from the Race Relations Ad Hoc Subcommittee at the August 27, 2024, Special Meeting.

 

On August 14, 2024, Staff met with Race Relations Ad Hoc Subcommittee member, Chair Bano, to review the flyer.

 

On August 16, 2024, the Race Relations Ad Hoc Subcommittee advised staff that they had discovered that the Culver City High School (CCHS) will be hosting an event at the same time as the proposed Race Relations Event.

 

 

DISCUSSION

 

In light of the CCHS event slated for September 17, 2024, discussions at EHRAC’s August 27, 2024, Special Meeting, will focus on the potential rescheduling of the Race Relations Event so as to avoid conflicting with the CCHS event. (See Attachment 1)

 

 

FISCAL ANALYSIS

 

As of the date of this report, there is an anticipated $100.00 cost associated with snacks and drinks for the event.
