RECOMMENDATION
Staff recommends that the City Council consider endorsing Council Member Thomas Small’s nomination to the Los Angeles County Metropolitan Transportation Authority’s (LA Metro’s) newly formed Sustainability Council (Sustainability Council), as the small cities’ representative and authorize Mayor Jim B. Clarke to provide his signature on the nomination form, reflecting the City Council’s endorsement.
BACKGROUND/DISCUSSION
On February 14, 2017, Council Member Small had a conversation with an LA Metro staff person regarding the application process to become appointed to one of the 30 LA Metro Sustainability Council positions. Specifically, if appointed, Council Member Small would serve as the representative for smaller cities/other jurisdictions. At the March 20, 2017 City Council Meeting, Council Member Small indicated that he was interested in being considered for the appointment to the LA Metro Sustainability Council.
About the LA Metro Sustainability Council
According to LA Metro, the mission of the Sustainability Council is “to advise LA Metro regarding its sustainability-related activities and projects; and to continually improve sustainability efforts by developing targets, metrics, and strategies to assist LA Metro achieve stated sustainability program goals.”
The objectives of the Sustainability Council are as follows:
1. To increase awareness of sustainability-related leading industry practices and best practices for inclusion in all public discussions and decision-making processes;
2. To advise in the development of the LA Metro sustainability goals, established targets, and performance measures, and assist in the tracking and reporting on a quarterly basis;
3. To increase involvement of local small business and inform the larger public on sustainability work and related training; and
4. Improve the understanding of our constituents and stakeholders of the sustainability-related efforts and opportunities at LA Metro.
Council Member Small will complete the attached LA Metro Sustainability Council Nomination Form. The form also requests signatures which indicate the Group/Organization/Business approval and support of the Nominee to represent the sector/area on the Sustainability Council. Nominations are due by 5 pm on March 31, 2017.
FISCAL ANALYSIS
There is no fiscal impact for the City Council to nominate Council Member Small to the Sustainability Council.

That the City Council:
1. Support Council Member Thomas Small’s nomination to the LA Metro Sustainability Council and;
2. Authorize Mayor Jim B. Clarke to sign the form;
