RECOMMENDATION:
That the City Council adopt Resolution 2006-R___, re-affirming Mayor Gary Silbiger
as Member and appointing City Controller Marlee Chang as Alternate to the
Independent Cities Risk Management Authority (ICRMA) Governing Board and
rescinding Resolution 2005-R091.
BACKGROUND:
The Independent Cities Risk Management Authority (ICRMA) is a Joint Powers
Authority which provides risk management programs for liability, workers’
compensation, and property and earthquake coverage for its 29 member cities. The
City of Culver City has been a member of the ICRMA since May 20, 1986.
The ICRMA Bylaws require an elected official be appointed by resolution as the
Member of the Governing Board of the ICRMA. An Alternate and substitute
Alternate, who may be staff members, may also be appointed by resolution to act in
the primary Member's absence. Governing Board Meetings occur every other month
during business hours (10am to 12pm).
Representation at Board and committee meetings is essential for Culver City to
provide input into the structure and direction of ICRMA programs. In addition, the
ICRMA offers various services to assist member cities with mitigating risk, including
free risk management training sessions and grant money for safety training
programs. Attendance at Board meetings is necessary in order to take full
advantage of ICRMA’s services.

For example, eligibility for the ICRMA Grant Fund Program is predicated on member
cities having a voting member present to at least 66.75% of Governing Board
meetings during the fiscal year. In the past, the City has used these grant funds to
conduct an inventory of the City’s chemicals and receive training on Material Safety
Data Sheet (MSDS) regulations, purchase a slips/trips/falls training program, and
help fund a citywide Diversity Training workshop.
DISCUSSION:
As part of the Fiscal Year 2006/2007 Budget presentation, the City Manager
included a reassignment of the Risk Management Division from the City Manager’s
Office to the City Controller’s Office. As part of her role in providing overall direction
to this Division, City Controller Marlee Chang will now take a more active role in the
Risk Management function of the City.
As part of this reassignment of the risk management function, it is recommended the
City Council adopt the attached resolution reaffirming Mayor Gary Silbiger as
Member and appointing City Controller Marlee Chang as Alternate to the
Independent Cities Risk Management Authority (ICRMA) Governing Board.

RESOLUTION NO. 2006-R
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CULVER CITY, CALIFORNIA, APPOINTING SPECIFIC
REPRESENTATIVES TO THE INDEPENDENT CITIES
RISK MANAGEMENT AUTHORITY AND RESCINDING
RESOLUTION NO. 2005-R072.
WHEREAS, the City of Culver City is a member of the Independent Cities
Risk Management Authority; and
WHEREAS, the Amendment to Joint Exercise of Powers Agreement for
Insurance and Risk Management Purposes dated May 13 1987 and the Risk Management
Committee By-Laws require an elected official be appointed by resolution to the Governing
Board and an alternate (the alternate may be a staff member) be appointed by resolution
to act in the primary member's absence.
NOW THEREFORE the City Council of the City of Culver City DOES HERBY
RESOLVE as follows:
1. The City of Culver City re-appoints the Honorable Gary Silbiger to
serve on the Governing Board of the Independent Cities Risk Management Authority; and
2. The City of Culver City appoints Marlee Chang, City Controller, to
serve on the Governing Board of the Independent Cities Risk Management Authority in the
absence of the primary member as noted in Section 1 above; and
3. The individuals previously designated by this Council as the City's
representative and alternate to the ICRMA Governing Board for all purposes of
representing the City's interests and exercising the authority of the City with respect to the
coverage and the program and voting on behalf of the City on all matters delegated to the
Governing Board and signing such amendments as are contemplated to be approved by(jam)|101010101010101010 10

the Governing Board under the Liability Risk Coverage Agreement and the Trust
Agreement, and such individuals shall keep this Council informed of such matters on a
timely basis; and
5. Resolution No. 2005-R091 is hereby rescinded.
