RECOMMENDATION
Staff recommends the Disability Advisory Committee (DAC) (1) consider forming a DAC “People-First Language, Disability Etiquette, and ADA Accessibility Training for Staff” Ad Hoc Subcommittee; and (2) if desired, appoint up to four committee members to the newly formed ad hoc subcommittee.
BACKGROUND
To increase the number of City of Culver City staff trained in the areas of people-first language, disability etiquette, and ADA accessibility, DAC, as part of their last three Scheduled Activities Plans, has set a goal of “develop[ing] a proposal for staff training on people-first language, disability etiquette, and ADA accessibility.” Though City staff do not currently receive regular training in these areas through the Human Resources Department, other Departments, such as Parks, Recreation, and Community Services (PRCS), have provided similar training opportunities via outside presenters. On June 10, 2023, PRCS staff participated in “Interacting with People with Disabilities,” presented by Disability Community Resource Center (DCRC) of Los Angeles. The training was sought out and scheduled by department staff in the Disability Services division of PRCS and the presenting organization, DCRC, offered it at no cost to PRCS.
DISCUSSION
As an advisory committee to City Council, the DAC should first approve and authorize transmission of a memo to the City Council advising the City Council on any recommended staff trainings. City Council, if so desired, would then provide further direction to Human Resources, or other city staff, as to how to proceed regarding the matter.
Staff have scheduled this report for the DAC as an action item to allow for the potential creation of an ad hoc subcommittee, which would work with PRCS staff to draft a memo to City Council requesting City staff receive a mandatory training on the topics of people-first language, disability etiquette, and ADA accessibility.
PRCS staff recommends that the memo include the following:
1. A summary of the training that is being recommended.
2. What are the specifics of the training that make it an important training for City staff?
3. Why does the DAC want the training to be mandatory?
Ad Hoc Subcommittee Definition
An “ad hoc” subcommittee serves only a limited or single purpose. It is not perpetual, and it is dissolved when its specific task is completed. An Ad Hoc Subcommittee may be formed or dissolved at any Advisory Committee meeting, as long as the discussion has been placed on the Agenda in advance.
When considering an Ad Hoc Subcommittee, the following questions can help determine if the Ad Hoc Subcommittee is justified:
1. What is the purpose of the Ad Hoc Subcommittee?
2. What is the timeline for the Ad Hoc Subcommittee being dissolved?
3. How will the Ad Hoc Subcommittee know when the task is finished?
Once an Ad Hoc Subcommittee has been created, updates are typically given by members. By consensus of the Advisory Committee, a separate Agenda Item is sometimes prepared and presented on a specific Ad Hoc Subcommittee’s topic or event.
An Advisory Committee Ad Hoc Subcommittee is limited to four members in accordance with the Brown Act.
Recommended Motion: That the DAC appoints ________________, ________________, ________________, and __________________ to serve on the newly formed People-First Language, Disability Etiquette, and ADA Accessibility Training for Staff Ad Hoc Subcommittee.
