RECOMMENDATION:
Staff recommends the City Council: (1) approve the plans and specifications and
authorize the advertising for construction bids for the playground for children ages
2 – 5 at Veterans’ Memorial Park, P-924; and, (2) approve a budget amendment to
add both the grant revenue and appropriation in the amount of $48,808 in
Proposition 40 Roberti-Z’Berg-Harris Block Grant Funds to Account Number
42300924 (Capital Grants/Veterans’ Park Playground Improvements).
A budget amendment requires a 4/5ths vote.
BACKGROUND:
The Veterans’ Memorial Park Playground Project, P-924, has three major
components: (1) installation of new playground equipment for children ages 5 – 12
and engineered wood fiber safety surfacing (an ADA compliant surfacing material);
(2) installation of an ADA accessible path of travel from the disabled parking spaces
on Barman though the Park to the playground area; and, (3) installation of new
playground equipment for children ages 2 – 5 and engineered wood fiber safety
surfacing. The funding sources and status of the components of the project are as

In July 2009, the City received a fully executed Proposition A Project Agreement for
the Veterans’ Memorial Park Playground Project, P-924. As noted earlier, some of
this grant funding was used toward the KaBOOM! component of the project. In June
2010, the City received the Notice to Proceed from the State of California authorizing
the use of Proposition 40 Roberti-Z’Berg Harris (RZH) Block Grant funds for the
project. Grantees have been informed that projects funded by Proposition 40 must
be expedited and all final documentation should be submitted to the State by
December 31, 2010.
At the July 8, 2010 Parks, Recreation and Community Services Commission
meeting, the Commission viewed renderings of the playground layout and
equipment as an “Item from Staff.” At that time, staff assured the Commission that
input from the community, including drawings by the children, received during the
KaBOOM! Community Planning meetings had informed the design for the
playground for children ages 2 – 5.
DISCUSSION:
Because many elements of the playground for younger children were removed to
accommodate the new playground for children ages 5 – 12, there is a community
need for the third and final element of this project. In addition, the deadline for
completing the project before losing the Proposition 40 RZH Block Grant funding is
rapidly approaching. For these reasons, staff recommends that the City Council
approve the plans and specifications and authorize the advertising for construction
bids for the playground for children ages 2 – 5 at Veterans’ Memorial Park, P-924.
FISCAL ANALYSIS:
The Veterans’ Memorial Park Playground Project, P-924, is fully funded by grants
and requires no General Fund monies. Due to the State’s budget crisis, Proposition
40 funds were frozen for well over one year. Consequently, the grant funds have not
been appropriated in the City’s budget. The Notice to Proceed for the Proposition 40
funding for the project is now on file at the City Clerk’s Office. Staff is requesting
that the City Council approve a budget amendment to add both the grant revenue
and appropriation in the amount of $48,808 in Proposition 40 Roberti-Z’Berg-Harris
Block Grant Funds to Account Number 42300924 (Capital Grants/Veterans’ Park
Playground Improvements).
