RECOMMENDATION:
Staff recommends the City Council approve a professional services agreement with
Power Source Systems, Inc. (PSS) for the repair of the palm tree surround lighting
located along Washington Boulevard between National Boulevard and Fairfax
Avenue in an amount not-to-exceed $32,000.00.
BACKGROUND:
Along Washington Boulevard between National Boulevard and Fairfax Avenue there
are 72 palm tree surrounds containing 4 light fixtures each that provide decorative
lighting to the palm trees. These tree surrounds were part of a 1990’s streetscape
beautification project that was managed by the former Culver City Redevelopment
Agency (CCRA). In recent years, the existing metal halide lamps and corresponding
ballasts have burned out frequently and proven to be difficult to keep in service.
Additionally, these lights are not energy efficient, and the existing wiring has begun
to corrode. As a result, many of the fixtures are not working at this time.
DISCUSSION:
The proposed work will include removing the existing ballasts and lamps as well as
replacing the existing wiring at each surround and supplying/installing new LED
lamps. LEDs lamps are a newer technology which will be more energy efficient and City of Culver City, California

have a longer life than the existing metal halide lamps. Public Works received the
following three quotes for the work:
Power Source Systems, Inc (PSS)…………………$32,000.00
Comet Electric………………………………………...$50,000.00
Los Angeles Signal Construction, Inc……...……….$79,995.00
Culver City Municipal Code Section 3.07.085 provides an exemption from the formal
bidding process for personal and professional services, and only require the award
of the contract be based upon competitive quotations from no less than three vendor
contractors whenever practical. Per Section 3.07.085.B.5, this project falls under the
category of personal services, which includes the repair and maintenance of City-
owned personal property.
The Public Works Department has utilized the services of PSS for other repair
projects in the City. The City Council recently approved a professional services
agreement with PSS for the repair of the Town Plaza columns. Because the
quotation from PSS represents the best value for the City in terms of both supplies
and labor, staff recommends the City Council approve a professional services
agreement with PSS.
FISCAL ANALYSIS:
There are sufficient funds available in the Capital Improvement Project PZ-684,
Streetlight Upgrade Project (42080000.730100.PZ684) to cover the requested
repairs.

MOTION:
That the City Council:
1. Approve a professional services agreement with Power Source Systems, Inc. in
the amount of $32,000.00 for the repair of the Washington Boulevard Palm Tree
Surround Lighting; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
