RECOMMENDATION
Staff recommends the City Council ratify the Fiscal Year 2022 grant application submitted to the US Department of Justice, Edward Byrne Memorial Justice Assistance Grant (JAG) Program Local Solicitation in the amount of $14,468.00.
BACKGROUND/DISCUSSION
The Edward Byrne Memorial JAG Program is the primary provider of criminal justice funding to State and local jurisdictions. JAG funds support all components of the criminal justice system. The established JAG list established by the Bureau of Justice Statistics indicates the amount for which each unit of government is eligible to apply. The procedure for allocating JAG funds is based on a formula of population and violent crime statistics, in combination with a minimum allocation to ensure that each state and territory receives an appropriate share of funding. Sixty percent (60%) of the allocation is awarded to the State and forty percent (40%) is set aside for direct awards to units of local government. Based on the formula listed above, the City of Culver City is allocated $14,468.00.
The Police Department’s current radio microphones are less than ideal for use when wearing gas masks and communication between officers and dispatch is next to impossible when wearing these masks. Radio communication headsets designed to be worn with gas masks would significantly improve these communication issues. Police Department staff intends to utilize these grant funds to purchase a number of these radio headsets which will be utilized by officers in the event that a gas mask is needed.
The Notice of Funding Availability was released on June 22, 2022. There were two deadlines to submit the grant application; August 3, 2022 and August 8, 2022. The grant application deadlines did not allow staff sufficient time to obtain City Council approval prior to application submittal.
FISCAL ANALYSIS
The grant funding amount requested was $14,468.00 for radio communication headsets. There are no matching funds required.

MOTIONS
That the City Council:
1. Ratify the FY 2022 grant application submitted to the US Department of Justice, Edward Byrne Memorial Justice Assistance Grant (JAG) Program Local Solicitation in the amount of $14,468.00; and
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
