RECOMMENDATION
Staff Recommends the City Council approve a task order with General Technologies and Solutions (GTS) to develop a Transit Zero Emission Master Plan for the Culver City Transportation Department in an amount not-to-exceed $209,738.
BACKGROUND/DISCUSSION
The California Air Resources Board (CARB) Innovative Clean Transit (ICT) regulation requires all public transit agencies in the State of California to transition from conventional fossil-fueled buses (compressed natural gas, diesel, propane) to zero-emission buses (battery-electric or fuel cell electric) by 2040. Additionally, the Federal Transit Administration (FTA) has set a national goal of 100% zero emission transit fleets by 2040.
On September 23, 2024, Council approved the City’s updated ICT Rollout Plan, which guides the implementation of a zero-emission fleet. This Transit Zero Emission Master Plan is the next step to develop detailed and actionable plans to transition to a zero-emission transit fleet. This includes siting for infrastructure requirements, such as fueling, infrastructure power modeling, financial analyses, and workforce development planning.
On March 27, 2023, staff presented Council with the results of the request for qualifications process conducted for on-call transit planning, on-call transportation and mobility planning firms, on-call transportation facility design and fleet electrification planning firms, on-call transportation infrastructure design and planning firms, on-call public solicitation and grant writing firms and on-call project public engagement firms. The City Council approved on-call professional services agreement with 12 individual firms including four that were identified as qualified Transportation Facility Design and Fleet Electrification Planning firms.
The Transportation Department solicited proposals from all four firms that were on the department’s on-call list for Transportation Facility Design and Fleet Electrification. Two companies, GTS and Sam Schwartz, responded to the solicitation. After a thorough technical evaluation, GTS was selected as the top applicant. GTS, partnering with Stantec as a sub-consultant, demonstrated a deep understanding of the project requirements, the ability to deliver on schedule, and proven experience working with municipalities similar to Culver City. The Department therefore seeks to award the contract to GTS.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funding for these services in the amount of $209,738 in Account No. 20370100.619800 (Transportation Administration - Other Contractual Services), which can be found on page 457 of the budget book. These services will be paid for with Transportation Department funds (Municipal Bus Fund 203). No General Fund dollars will be used.

MOTIONS
That the City Council:
1. Approve a task order with General Technology and Solutions for an amount of $159,738;
2. Authorize the Chief Transportation Officer to approve amendments to the task order in an additional amount not-to-exceed $50,000 for contingency; and
3. Authorize the City Attorney to review/prepare the necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
