RECOMMENDATION:
Staff recommends the City Council: (1) Accept the work performed by Padilla
Paving; (2) Authorize filing a Notice of Completion; and (3) Authorize the release of
the retention payment after the expiration of the 35-day lien period for construction of
a public parking lot on City-owned property at 12601 Washington Boulevard.
BACKGROUND/DISCUSSION:
On November 14, 2011, the City Council awarded a construction contract to Padilla
Paving. The project consisted of constructing fourteen parking spaces on a 6,000
square foot, unimproved property located in Phase III of the West Washington Area
Improvement Plan (AIP) for the purpose of developing public parking.
Padilla Paving successfully completed the work as required in the executed contract
dated December 13, 2011. The Construction Management and Inspection was
provided by KOA Corporation.
Since completion of the improvements, Southern California Edison (SCE) has been
working to relocate a guy wire that supports an existing pole at the rear of the
property adjacent to the alley. This was particularly complicated and time
consuming due to easement issues with adjacent properties. Additionally, SCE was
inundated by other projects in the area and elsewhere in the City.

The remaining task relates to the installation of the parking kiosk, which will be
installed in the next several weeks under supervision of the Public Works
Department
FISCAL ANALYSIS:
The approved construction contract amount was $166,200, and the City Council
authorized the City Manager to approve change orders up to $25,000. The final
construction expenditure amount was $182,289.96 so the remaining contingency
money ($8,910) will be returned to former Agency Tax Exempt 1999 Bond Funds,
Account No. 48680000.

MOTIONS:
That the City Council:
1) Accept the work performed by the contractor, Padilla Paving, for the construction
of a Public Parking Lot on City-Owned Property at 12601 Washington Boulevard;
and,
2) Authorize the Community Development Director to execute the Notice of
Completion and submit it to the Los Angeles County Recorder’s office for
recordation; and,
3) Authorize the release of retention funds to Padilla Paving, Inc., following the
expiration of the 35-day lien period.
