RECOMMENDATION

 

Staff recommends the City Council approve a third amendment to the existing five-year agreement with MasterCorp Commercial Services (“MasterCorp”) for citywide janitorial services and on-call event services to provide on-call janitorial services for cleaning of transportation operations fleet in an additional amount not-to-exceed $487,408.50 for the remaining term.

 

 

BACKGROUND

 

On November 11, 2024, the City Council approved a five-year agreement with MasterCorp in an amount not-to-exceed $4,911,707.00 for citywide janitorial services and to provide on-call event service workers at approved hourly rates in an amount not-to-exceed $250,000.00 annually effective from January 1, 2025 to December 31, 2029.

The contract specifies the maximum compensation amount per year for regular janitorial services and provides hourly rates per year for on-call janitorial event service workers for scheduled city events.

On March 13, 2025, the City Manager approved an amendment to the agreement with MasterCorp to revise the scope of services to include additional nightly interior cleaning services of the City’s transit fleet, and to increase the maximum compensation by $50,000.00 for fiscal year 2024-2025, bringing the total not-to-exceed amount of the agreement to $4,961,707.00.

On June 17, 2025, the City Manager approved a second amendment to the agreement with MasterCorp to clarify the schedule of compensation.


DISCUSSION

MasterCorp is able to provide temporary internal and external transit vehicle cleaning with short notice. This has proven to be valuable for the Transportation Department as it can help mitigate service disruptions due to staff shortages or equipment breakdowns. This was used as a temporary measure in Fiscal Year 2024-2025, and staff is requesting to amend the existing Citywide contract to include a scope of service for on-call janitorial services so that short-term support can be employed when needed.

The additional scope of work would be effective through the end of the contract term, December 31, 2029. MasterCorp provided proposals for both monthly service ($16,246.95/month) and weekly service ($1,252.40/week for one cleaner and $2,493.60/week for two cleaners). Staff is requesting up to $97,481.70 per year for the duration of the contract.

The Culver City Employee Association (“CCEA”) has been noticed of contracting out for service via official agreement since this request is to provide an interim solution to challenges with Fleet Services Assistant vacancies and leaves of absence. In compliance with Civil Service rules and labor agreements, CCEA staff will first be offered the opportunity to perform these services with overtime pay before contracting the services to MasterCorp.

While staff is recommending the City Council approve the proposed amendment to the agreement as presented, the use of contracted janitorial services is an interim solution to becoming fully staffed. The Transportation Department and Human Resources Department continue to collaborate in recruitment efforts to prevent operational gaps and continue service during unexpected circumstances.

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2025-2026, includes sufficient funding available in account 20370200.619800 (Transportation Operations - Other Contractual Services) to fund the first year of the proposed amendment in the Transportation Operations section of the budget book. Funding for additional years of the agreement will be included in future fiscal year budgets.

That the City Council:

 

1.                     Approve a third amendment to the existing five-year agreement with MasterCorp Commercial Services for citywide janitorial services and on-call event services to provide on-call janitorial services for cleaning of transportation operations fleet in an additional amount not-to-exceed $487,408.50 for the remaining term; and

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and,

3.                     Authorize the City Manager to execute such documents on behalf of the City.
