RECOMMENDATION
Staff recommends the City Council consider the level of financial assistance to provide to and the City sponsorship of the Westside Food and Wine Festival (WFWF) produced by Todd Elliot Entertainment & Event Planning.
BACKGROUND
On October 10, 2016, WFWF Organizer Mr. Elliot approached the City Council to discuss his festival proposal approved by the Culver City Centennial Celebration Committee (CCCCC) and similar to Taste of the Nation. He noted that the event would promote Culver City businesses and restaurants, and he asked that the City Council agendize consideration of sponsorship of the event. The City Council gave its consensus to agendize the item.
Mr. Elliot is organizing the Westside Food and Wine Festival (Event), which is a three day event to bring together chefs for a food and alcoholic beverage tasting at 9070 Venice Boulevard (Media Park). He has submitted the attached request for City Sponsorship (Attachment 1). The event is scheduled to take place on Memorial Day Weekend, from May 27-29, 2017. On May 27th, the event will take place from 1:00 pm to 6:00 pm; on May 28th, the event will take place from 2:00 pm to 7:00 pm; and on May 29th, the event will take place from Noon to 6:00 pm.
Staff has confirmed that the CCCCC has approved the WFWF, which allows Mr. Elliot to use the Centennial logo and have the event promoted through the CCCCC website. Issuance of the logo is based upon how the event/activity recognizes the special character of Culver City. Use of the logo is limited to promotional materials related to the event and activity only.
To be categorized as a sponsored event by the City, an event must meet the criteria set forth in Culver City Municipal Code (CCMC) Section 17.330.040.B.7.b.ii., confirming that the City is (a) participating in an official capacity in the planning, preparation or promotion of the event or activity; and (b) contributing 25% of the total estimated costs of the civic event or activity or at least $1,000, whichever is less. This contribution may take the form of funds, labor, staff time, materials, a waiver of fees, or any combination thereof. The CCMC requires both (a) and (b) conditions be satisfied. Additionally, in order for an event to be considered sponsored, the City Council must determine, by specific action, that the above criteria have been met.
DISCUSSION
The event will host an average of 500 attendees per day to partake in tastings from Culver City and regional restaurants. The restaurants will contribute their products, staffing for their tables, and a $300 cost for their vendor booths. The event will be open to the public, and tickets will be sold for $75 per person, per day.
Mr. Elliot indicates a portion of the proceeds from the event (the amount of which has not been projected) will provide support and funds for the Culver Palms Meals on Wheels (CPMOW) program. CPMOW is a non-profit, non-sectarian, volunteer, community based 501(c)3 organization that has been serving the home-bound in Culver City and surrounding communities since 1974.
The sponsorship request does not include a request to post banners in the public right-of-way but is a request to reduce financial expenses to produce the event. The total fee waiver request is $5,133 in City fees, parking spaces, and staff time during the event as follows:
1. $1,500 for the use of Media Park.
2. Waiver of up to $1,500 in permit fees for the Special Event Permit and other usage fees related to recycling and waste disposal, sound permits, and fire permits.
3. Waiver of up to $1,350 in Culver City Police Department staffing costs.
4. Waiver of $783 for the parking spaces south of Media Park.
As a condition of the financial sponsorship, the organizer would be required to list the City as a sponsor and include the City’s logo, where applicable, on its website, printed materials, signs and in emails and press releases. Any other City costs would be paid for by the organizer.
FISCAL ANALYSIS
If City sponsorship is approved, the City will forego standard fees for space rentals, parking meter revenues, Police Department staff time, and permits totaling up to $5,133.

MOTION
That the City Council:
1. If desired, determine to provide in-kind financial assistance to the Westside Food and Wine Festival Event from May 27-29, 2017 at Media Park in an amount of $________; and
2. (In the case such in-kind financial assistance is approved and determined to be at least $1,000), designate the Westside Food and Wine Festival Event as a City-sponsored event.
