RECOMMENDATION

 

Staff recommends the City Council (1) approve respective professional services agreements through June 30, 2028, with Alliance Resource Consultants, Cooperative Personnel Services, Raftelis, and Tri Star Gov Solutions for fulfillment of executive and non-executive recruitments in a total amount not-to-exceed $200,000 per fiscal year for all consultants combined; and (2) authorize the City Manager to approve three additional one-year terms for an amount not-to-exceed $200,000 per fiscal year for all consultants combined.

 

 

BACKGROUND

 

Human Resources is experiencing an immediate need to supplement its recruitment capacity due to an increase in vacancies for critical and hard-to-fill positions. To ensure continuity of City operations, Human Resources seeks to establish professional service agreements with multiple executive recruitment consultants.

 

The selected executive recruitment consultants will provide tailored solutions in support of attracting viable, qualified candidates while also prioritizing the City’s needs and timelines. The ability to utilize multiple consultants will allow the City to expedite candidate outreach, access broader talent pools, and respond quickly to departmental needs.

 

 

DISCUSSION

 

Staff recommends the City Council approve agreements with the following consultants to provide executive and non-executive recruitment services through June 30, 2028:

 

1.                     Alliance Resource Consultants

2.                     Cooperative Personnel Services (CPS HR)

3.                     Raftelis

4.                     Tri Star Gov Solutions

 

Pursuant to Culver City Municipal Code Section 3.07.065, the City may award contracts for professional services based upon competitive quotations, whenever practical, as determined by the City Manager. It would not be practical for the City to solicit competitive, individual bids for these services due to the high number of pending recruitments for several critical positions that are currently vacant. Conducting a new competitive procurement would delay recruitments and the hiring process for these critical positions and impede the City’s ability to fill essential positions in a timely manner.

 

As due diligence, Human Resources identified a recent competitive procurement completed by the City of Long Beach for the same scope of services provided by the four  consultants listed above. Costs vary for each consultant; however, the cost of a full executive recruitment typically ranges from approximately $20,000 to $40,000 per position, depending on the level of service and position type. Non-executive or partial recruitment services generally range from approximately $10,000 to $15,000 per engagement. To streamline recruitment, staff recommends City Council approve professional services agreements with Alliance Resource Consultants, CPS HR, Raftelis, and Tri Star Gov Solutions.

 

 

FISCAL ANALYSIS

 

Funding for professional recruiting services will be paid from each respective department’s budgeted line item for contract services based upon the Adopted Budget for Fiscal Year 2025-2026. Costs for future years of the agreements will be incorporated into future fiscal year budgets.

That the City Council:

 

1.                     Approve respective professional services agreements through June 30, 2028, with Alliance Resource Consultants, Cooperative Personnel Services, Raftelis, and Tri Star Gov Solutions for recruiting services in a total amount not-to-exceed $200,000 per fiscal year for all consultants combined;

 

2.                     Authorize the City Manager to approve three additional one-year terms for an amount not-to-exceed $200,000 per fiscal year for all consultants combined;

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
