RECOMMENDATION:

 

Staff recommends the City Council approve a license agreement with the Downtown Business Association (DBA) to use the City-owned Venice Parking Lot located at 9415-25 Venice Boulevard in the City of Los Angeles (Venice Parking Lot) for valet parking during evenings and weekends at a rate of $750 per month with a term ending June 30, 2017 with a one year extension option (to June 30, 2018) subject to the approval of the City Manager.

 

 

BACKGROUND/DISCUSSION:

 

The City owns the Venice Parking Lot, which is used primarily for monthly parking during daytime business hours and has approximately 30 spaces.  The spaces are not currently utilized during evenings and weekends.

 

In November 2015, the DBA submitted a request to utilize the Venice Parking Lot on evenings and weekends (seven days per week) in order to service a valet station that will be relocated from Culver Boulevard to Main Street, adjacent to Hanjip and The Wallace restaurants.  The DBA is proposing to pay the City $750 per month for use of the lot during evenings and weekends and has agreed to accommodate any existing monthly parkers who remain into the evening hours.  It is proposed that the term of the license agreement be one year with a one-year extension (subject to the approval of the City Manager) and include a provision that allows termination of the Agreement without cause with 30-days’ written notice.

 

 

FISCAL ANALYSIS:

 

The City receives approximately $1,800 per month in rent proceeds from parkers who utilize the Venice Parking Lot five days per week/per month ($60 per space/per month x 30 days).  Parkers interested in parking seven days per week pay $80 per space/per month pursuant to City policy. 

 

The proposed License Agreement will generate an additional $750 per month (or $12,750 over the initial 17 month term).  Should the one year extension option be exercised and approved, the License Agreement would generate and additional $9,000 during the 12 month extension period.

RECOMMENDED MOTION(S):

 

That the City Council:

 

1.                     Approve a license agreement with the Downtown Business Association to use the City-owned Venice Parking Lot at 9415-25 Venice Boulevard for valet parking during evenings and weekends at a rate of $750 per month with a term ending June 30, 2017 with a one year extension option, subject to the City Manager’s approval; and,

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
