RECOMMENDATION:
Staff recommends that the City Council adopt a resolution approving the application the
Used Oil Payment Program 2 (OPP 2) in conjunction with the cities of West Hollywood
and Beverly Hills, and authorize the City of Culver City to serve as the regional program
administrator.
BACKGROUND:
The Westside Cities Solid Waste Task Force, comprised of the cities of Culver City,
West Hollywood, and Beverly Hills, has participated in a Regional Used Oil Recycling
Block Grant now known as the Used Oil Payment Program (OPP) for the past fourteen
years.
The OPP was established to educate the public about the dangers of illegally dumping
used motor oil into the environment and to give the Do-It-Yourselfer (DIY) a convenient
place to dispose of their used motor oil and filter.

Through the program, the City of Culver City, in cooperation with Beverly Hills and West
Hollywood, has established a network of State certified Used Oil Collection Centers to
facilitate used motor oil recycling and a filter exchange program.
In addition to the certified recycling centers, the grant has supplied the necessary funds
to promote the program at public events in the member cities.
DISCUSSION:
Responsibility for administering the program rotates every three years among the
member cities. Following the regular rotation cycle, the responsibility for administering
OPP 2 would move to Culver City beginning July 1, 2011. The following is the lead
agency summary for the last 8 years:
Used Oil Block Grant cycles 9, 10 and 11 - Culver City
Used Oil Block Grant cycles 12 and 13 - West Hollywood
Used Oil Block Grant cycles 14 and 15 and Oil Payment Program 1 - Beverly Hills
West Hollywood was lead for only 2 years because of the retirement of key staff.
Beginning July 1, 2011, the City of Culver City, if so approved by the City Council, will
be the lead agency to administer the OPP for the next three fiscal years. As part of this
responsibility, Culver City will apply for the OPP 2 for Fiscal Year 2011/2012.
Grant funds will be used to coordinate used oil-recycling drop off locations, provide
program reports to the State of California, develop marketing materials, and promote
the program at City sponsored events.
Specifically, in the City of Culver City, the grant scope includes coordinating with local
oil change outlets to develop programs to promote the use of re-refined oil and oil filter
recycling; and outreach at City events such as La Ballona Creek Cleanup Event, Fiesta
La Ballona, George Barris Car Show, and Earth Day festivities.
FISCAL ANALYSIS:
The California Integrated Waste Management Board funds the OPP based on the
population of the applicant cities. Staff estimates the OPP 2 for Fiscal Year 2011/2012
to be $32,000 for all three cities (Culver City - $11,520, Beverly Hills - $10,240, West
Hollywood - $10,241).
Culver City’s Oil Recycling program will be funded by the OPP in cooperation with
Beverly Hills and West Hollywood and will be administered by the City of Culver City
Public Works Environmental Programs and Operations Division staff.

RESOLUTION NO. 2011-R
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CULVER CITY, CALIFORNIA, AUTHORIZING SUBMITTAL
OF A REGIONAL USED OIL PAYMENT PROGRAM
APPLICATION AS THE REGIONAL LEAD AGENCY,
RELATED AUTHORIZATIONS AND IDENTIFICATION OF
REGIONAL PARTICIPANTS.
WHEREAS, pursuant to California Public Resources Code § 48690, the
Department of Resources Recycling and Recovery ("CalRecycle"), formerly known as the
California Integrated Waste Management Board, has established the Used Oil Payment
Program to make payments to qualifying jurisdictions for implementation of their used oil
programs; and
WHEREAS, in furtherance of this authority, CalRecycle is required to
establish procedures governing the administration of the Used Oil Payment Program; and
WHEREAS, the Used Oil Payment Program allows regional participation; and
WHEREAS, CalRecycle's procedures for administering the Used Oil Payment
Program require, among other things, a regional applicant's governing body to declare by
resolution certain authorizations related to the administration of the Used Oil Payment
Program.
NOW, THEREFORE, the City Council of the City of Culver City, DOES
HEREBY RESOLVE as follows:
1. The City of Culver City is authorized to submit a Used Oil Payment
Program regional application on behalf of itself as Lead Agency and designated
participating agencies Beverly Hills and West Hollywood; and

2. The City Manager, or his/her designee, is hereby authorized as
Signature Authority to execute all documents necessary to implement and secure payment
under the Used Oil Payment Program ; and
3. The Signature Authority is hereby authorized to revise the list of
participating agencies as necessary with each yearly application; and
4.
This Resolution is effective until rescinded by the Signature Authority
and/or the Culver City City Council.
