RECOMMENDATION:
Staff recommends the City Council award a construction contract to SRD
Engineering Inc., as the lowest responsive and responsible bidder for the Potholing
and Inspection of an Abandoned 10" Sewer Force Main on Braddock Drive, P-521
BACKGROUND:
The Braddock Sewer Pump Station is located at the northeast corner of the
intersection of Braddock Drive and Sawtelle Boulevard. Sewage flows from a 720-
acre area of Culver City and abutting portions of the City of Los Angeles to the
Braddock Station from which it is pumped into a force main in Braddock Drive to the
City of Los Angeles’ West Los Angeles Interceptor sewer in Overland Avenue.
Approximately 1,500,000 gallons of sewage flow daily to the station. In 1988, an 18”
diameter force main was constructed to replace a 10” diameter force main that was
constructed in the 1940’s.
The California State Water Resources Control Board (SWRCB) adopted a General
Waste Discharge Requirement (WDR) for all publicly owned sanitary sewer
collection systems in California. The goal of the WDR is to provide a consistent
statewide approach for reducing Sanitary Sewer Overflows (SSOs). It is the City’s
responsibility to maintain the reliability of the sewer collection system and prevent
overflow or spill. A redundant force main will provide the City with a secondary
discharge sewer main in case the existing 18” diameter line along Braddock Drive is
not available due to any unforeseen circumstances. Before spending a considerable

amount of funds to construct a new force main, staff recommends to pothole and
evaluate the feasibility of re-activating (with re-configuration and rehabilitation) the
abandoned 10” force main. Hydraulic calculations have indicated the size of pipe is
still sufficient as a temporary backup for the main force main. This potholing and
inspection will determine the structural integrity of the 10” cast iron pipe.
DISCUSSION:
On July 22, 2010, the City Clerk’s Office publicly opened the bids. Three (3)
contractors responded with the following bid amounts:

Staff reviewed the bid proposal of the apparent lowest bidder, SRD Engineering Inc.,
and found the bid documents responsive and complete. Its bid bond, contractor’s
license, and worker’s compensation insurance were reviewed and determined to
meet City requirements. SRD Engineering Inc. has completed various utility projects
with other municipal agencies in the local region, including Caltrans and the City of
Industry. All references checked have yielded positive feedback.
Staff recommends that the City Council authorize the Public Works Director/City
Engineer authority to approve change orders in the amount not-to-exceed $9,312.50
(15%), as necessary for unforeseen conditions.
Construction management and inspection services will be provided by Public Works
engineering staff.
If the contract is awarded by the City Council, the project will begin in late
September 2010 and is expected to be completed in October 2010.

The remaining project balance has been budgeted for various improvements to the
City’s seven sewer lift stations and discharging force mains.
MOTIONS:
That the City Council:
1) Award a contract to SRD Engineering Inc., as the lowest responsive and
responsible bidder, for the Potholing and Inspection of Abandoned 10" Sewer
Force Main on Braddock Drive, P-521, in the amount of $62,037.50, based on its
base bid; and,
3) Authorize the Public Works Director/City Engineer to approve change orders in
an amount not-to-exceed $9,300 if necessary; and,
4) Authorize the City Attorney to review/prepare the necessary documents; and,
5) Authorize the City Manager to execute such documents on behalf of the City.
