RECOMMENDATION

 

Staff recommends the City Council (1) award a construction contract to Toro Enterprises Inc., as the lowest responsive and responsible bidder, in the amount of $1,216,288 for the Robertson Bus/Bike Lanes Project, PF-024; and (2) authorize the Public Works Director to approve change orders to the contract in an amount not-to-exceed $182,444 to cover contingency costs (15%).

 

 

BACKGROUND

 

On January 20, 2021, the City received confirmation from the Los Angeles County Metropolitan Transportation Authority (Metro) that Culver City’s Metro Active Transportation (MAT) application for pedestrian and bicycle improvements around the Culver City E Line station was selected for funding (Project). The Project scope incudes:

 

                     Class IV separated bikeway along Robertson Boulevard between Venice Boulevard and Washington Boulevard;

                     Bus only lanes along Robertson Boulevard;

                     Establishment of bus boarding islands; and

                     Pedestrian improvements including lighting, sidewalks, crosswalks, ADA compliant curb ramps, canopy trees, and street furniture.

 

On August 8, 2022, the MAT grant Funding Agreement was fully executed between the City and Metro to complete the Project along Robertson Boulevard.

 

Design of the project began in January 2024. Five conceptual plans have been developed with various bike and bus lane configurations. The concepts are intended to show what configurations can fit within the current roadway.

 

On April 11, 2024, the Project was presented to the Mobility, Traffic & Parking (MTP) Subcommittee. The Subcommittee provided feedback regarding the bike lane configuration, potential loss of parking, and the center turn lane. The Subcommittee instructed staff to reach out to the affected businesses.

 

On April 18, 2024, the Project was presented to the Bicycle & Pedestrian Advisory Committee (BPAC). The Committee provided feedback regarding the various bike lane configuration concepts. The committee was in support of the directional protected bike lanes with bus bays.

 

On October 16, 2024, the Project was presented to the Mobility, Traffic & Parking (MTP) Subcommittee. The Subcommittee reviewed the project and recommended it for City Council approval.

 

On January 13, 2025, the City Council approved the final plans and specifications and authorized publication of a notice inviting bids for construction for the project.

 

 

DISCUSSION

 

The notice inviting bids was posted on PlanetBids on February 6, 2025. On March 6, 2025, six bids were received by the City’s Purchasing Division.  The bid received from Bedrock Group, Inc. was incomplete and declared to be non-responsive due to a blank bid schedule.  A summary of the bids received is below:

 

 

 

 

 

 

 

 

 

 

 

 

Staff reviewed the bid documents and determined Toro Enterprises Inc. submitted the lowest responsive bid. Staff reviewed the bid proposal and found the bid documents responsive, complete, and within the available budget. The company’s bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Toro is a well-established electrical contractor and has completed many similar roadway projects in cities throughout southern California with satisfactory performance.

 

Construction is scheduled to begin in Summer of 2025 and is expected to be substantially completed by the Fall of 2025. This project’s construction activities will be scheduled to minimize impacts to residents, businesses, and the traveling public.

 

 

FISCAL ANALYSIS

 

The contract in the amount of $1,216,288 and a 15% contingency of $182,444 total $1,398,732. The Adopted Budget for Fiscal Year 2024-2025 includes $1,365,529 of MAT Grant funding in CIP No. PF-024 (Expo to Downtown Connector). This project can be found in the Capital Improvements section of the budget book in Fund 423 - Capital Grants on page 480.  The balance of $33,203 is available in CIP No. PF025 (Bicycle/Ped. Action Plan Implementation) which can be found in the Capital Improvements section of the budget book in Fund 435 - Measure M Local Return Fund on page 481.

MOTIONS

 

That the City Council:

 

1.                     Award the construction contract to Toro Enterprises Inc., as the lowest responsive and responsible bidder, in the amount of $1,216,288 for the Robertson Bus/Bike Lanes Project, PF-024;

 

2.                     Authorize the Public Works Director to approve change orders to the contract in an amount not -to-exceed $182,444 to cover contingency (15%); and

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
