RECOMMENDATION:
Staff recommends that:
• the Redevelopment Agency consider options for appointments to the Advisory
Committee on Redevelopment (ACOR); and,
• the City Council (1) consider options for appointments to the Landlord-Tenant
Mediation Board (Tenant Representative and Tenant Alternate seats), and the
Baldwin Hills Community Advisory Panel; and (2) appoint and/or reappoint
members to the Planning Commission, Parks and Recreation Commission, Civil
Service Commission, Cultural Affairs Commission, Disability Advisory
Committee, and the Landlord-Tenant Mediation Board.
BACKGROUND:
In order to fill vacancies on the various commissions, committees and boards, staff has
taken the following steps to provide public notice:
• Advertisements ran in the Culver City News on March 26, April 2, April 9, April 16,
and April 23, 2009.
• Advertisements ran in the Culver City Observer on March 26, April 2, April 9, April
16, and April 23, 2009.
• Notice was posted on the City’s web site starting on March 30, 2009.

• Letters were sent to commission/committee/board members who were eligible to
apply for reappointment.
• Announcements were made at Council Meetings regarding the application period
and deadline.
• Notice was sent to the City’s Master E-mail Notification list (approximately 950
persons) on April 22, 2009.
DISCUSSION:
Options for Appointment to the Advisory Committee on Redevelopment (ACOR):
There are four vacancies on ACOR. Two incumbents were eligible to apply for
reappointment and the remaining two were termed out. Only one incumbent, Scott
Voelz, filed a timely application. Mr. Voelz also submitted an application for the
Planning Commission. Meghan Sahli Wells submitted an application after the deadline
of 5:00 P.M. on April 27, 2009.
The Redevelopment Agency may want to consider the following options:
(1) Decide whether or not to accept the late application from Meghan Sahli Wells.
(2) Appoint Scott Voelz (if not appointed to the Planning Commission) and Meghan
Sahli Wells (if her application is accepted) and recruit to fill the remaining two
vacancies.
(3) Appoint none and recruit to fill the four vacancies.
(4) Direct staff to return with a report recommending that the Redevelopment Agency
amend the ACOR Bylaws to reduce the size of the committee and recruit to fill the
reduced number of vacancies.
Options for Appointment to the Landlord Tenant Mediation Board Tenant
Representative and Tenant Alternate seats and appointment to the Baldwin Hills
Community Advisory Panel:
There are two vacancies for Tenant Representative. No applications were received for
these two vacancies. There is also a vacancy for Tenant Alternate. No applications
were received for this vacancy.
There is one member position and one alternate position available on the Baldwin Hills
Community Advisory Panel. No applications were received for these two positions.
The City Council may want to consider the following option:

(1) Direct staff to reopen the application period and advertise for the two Tenant
Representative vacancies, the Tenant Alternate vacancies, and for the member position
and alternate position on the Baldwin Hills Community Advisory Panel.
Consideration of Appointments:
Planning Commission – Two seats are available for reappointment. Seat No. 1,
currently held by John Kuechle, expires on June 30, 2009. Mr. Kuechle was appointed
to the Commission in 2006. Mr. Kuechle submitted a new application indicating his
interest to again serve on the Planning Commission. Seat No. 2, held by David
Rockwell, also expires on June 30, 2009. Mr. Rockwell did not submit an application
seeking reappointment. A total of 7 people submitted timely applications indicating an
interest in serving on the Planning Commission.
Parks and Recreation Commission – Two seats are available for appointment.
Seat No. 4, currently held by Anita Shapiro and Seat No. 5, currently held by Jeffrey
Cooper, both expire on June 30, 2009. Both Ms. Shapiro and Mr. Cooper have served
two consecutive terms and are not eligible for reappointment to the Parks and
Recreation Commission. A total of 5 people submitted timely applications indicating an
interest in serving on the Parks and Recreation Commission.
Civil Service Commission – One seat is available for appointment. Seat No. 2,
currently held by Sandy Stivers, expires on June 30, 2009. Ms. Stivers was appointed
to the Commission in 2005. Ms. Stivers submitted a new application indicating her
interest to again serve on the Civil Service Commission. Ms. Stivers’ application was
the only one received for the Civil Service Commission.
Cultural Affairs Commission – Two seats are available for appointment. Seat No.
1, currently held by Gayle Smashey, expires on June 30, 2009. Ms. Smashey was
appointed to the Commission in 2005. Ms. Smashey submitted a new application
indicating her interest to again serve on the Cultural Affairs Commission. Seat No. 4,
currently held by Luther Henderson III, also expires on June 30, 2009. Dr. Henderson
has served two consecutive terms and is not eligible for reappointment. A total of 3
people submitted timely applications indicating an interest in serving on the Cultural
Affairs Commission.
Disability Advisory Committee - Two seats are available for appointment. Seat
No. 4, held by Mayra Fornos, expires on June 30, 2009. Ms. Fornos did not submit an
application seeking reappointment. Seat No. 6, held by Neil Rubenstein, also expires
on June 30, 2009. Mr. Rubenstein was appointed in 2008 to serve for one year to
complete an unexpired term. Mr. Rubenstein submitted a new application indicating his
interest to again serve on the Disability Advisory Committee. A total of 2 people City of Culver City, California

submitted timely applications indicating an interest in serving on the Disability Advisory
Committee.
Landlord-Tenant Mediation Board:
Please note that there are no term limits for the Landlord-Tenant Mediation Board.
Landlord Representative – One seat is available for appointment. Steve Reitzfeld
was reappointed to the Board in 2006. Mr. Reitzfeld did not file an application seeking
reappointment. A total of 2 timely applications were received for this position.
Member at Large Representative – One seat is available for appointment. Robert
Pine was reappointed to the Board in 2006. Mr. Pine submitted a new application
indicating his interest to again serve on the Landlord-Tenant Mediation Board. A total of
3 people submitted timely applications were received for this position.
FISCAL ANALYSIS:
For new appointees to the Landlord-Tenant Mediation Board, there will be 30 hours of
professional mediation training at a cost of $625 each and AB 1234 Ethics training.
These costs would be absorbed in existing Housing Division Budget appropriations.
For new appointments to all other commissions, committees or boards, individuals who
have not already completed AB 1234 Ethics training must do so, along with Brown Act
training. Sufficient funds for training have been included in the Non-Departmental
Division proposed 2009-2010 budget and will be available upon approval of the budget
by the City Council.
