RECOMMENDATION
Staff recommends the City Council (1) award a construction contract to FS Contractors, Inc. as the lowest responsive and responsible bidder, in the amount of $131,800 for the Huron Avenue Sidewalk and Drainage Improvement Project, PS-035; and (2) authorize the Public Works Director to approve change orders to the contract in an amount not-to-exceed $32,950 to cover contingency costs.
BACKGROUND/DISCUSSION
This project will replace uplifted curb and gutter, portions of uplifted asphalt pavement, broken and uplifted sidewalk, and restore the corner biofiltration basin. These improvements will help alleviate flooding that occurs on the west side of Huron Avenue between Washington Boulevard and Matteson Avenue during heavy rain events.
In September 2024, Public Works issued a Request for Proposal (RFP) to the City Council approved list of on-call civil engineering firms for engineering design services for sidewalk and drainage improvement design. Kabbara Engineering was selected and issued a Notice to Proceed on December 10, 2024, for engineering design services.
Construction Bids
On May 12, 2025, the City Council approved the specifications and authorized staff to publish a notice inviting bids for the project. The Notice Inviting Bids was published on the Culver City PlanetBids website on May 15, 2025. The bid opening date was on June 5, 2025, and nine contractors responded. The four lowest bid amounts are:

Staff reviewed the contractors’ bid documents, and FS Contractors, Inc. submitted the lowest responsive bid. FS Contractors, Inc.’s bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. FS Contractors, Inc. is an established general contractor and has completed many similar projects in cities throughout Southern California with satisfactory performance.
A proposed construction contingency amount of $32,950 (25%) is requested for unforeseen conditions during construction and to allow additional sidewalk replacement as identified by the City. The Public Works Department Engineering Division staff will perform the construction management and construction inspection.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding for the project in CIP Project No. PS035 (Huron Avenue Curb and Gutter Replacement). Funds for this project come from the City’s Special Gas Tax Fund (Fund 418).

1. Authorize the Public Works Director to Approve Change Orders to the Contract in an Amount Not-to-Exceed $32,950.00 to Cover Contingency Costs;
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
