RECOMMENDATION:
Staff recommends the City Council approve a purchase order with L.N. Curtis &
Sons for personal protective equipment to be issued to thirty-four (34) Reserve
Firefighters for the new Reserve Firefighter Program in an amount not-to-exceed
$38,000.
BACKGROUND:
The Fire Department is proposing to purchase personal protective equipment to
outfit thirty-four (34) reserve firefighters for the new Firefighter Reserve Program.
DISCUSSION:
The Fire Department needs to issue this personal protective equipment to Reserve
Firefighters prior to the commencement of their training and assignments to Culver
City Fire Stations.
Department staff solicited informal quotes from two vendors, L.N. Curtis & Sons and
Allstar Fire Equipment, Inc. Staff was able to secure very competitive pricing from
L.N. Curtis & Sons. This procurement is excepted from the formal bid process per
Culver City Municipal Code Section 3.07.045(G), which states: “Purchases of
equipment, goods or supplies where competitive bid procedures have already been
utilized by the City, another public agency, including, but not limited to, federal, state
and county governments, including, state of California agencies, counties, cities,
joint power agencies and special districts, or nonprofit agencies whose main City of Culver City, California

purpose is to assist cities or other public entities from, including, but not limited to,
the League of California Cities and Independent Cities Association; provided the
equipment, goods or supplies are supplied to the City at the same or better price, as
was obtained through the competitive bid procedures of that entity.”
Since L.N. Curtis & Sons offers this equipment through a state of California General
Services Administration (GSA) contract, this procurement meets that exception.
FISCAL ANALYSIS:
Sufficient funds to pay for the entire purchase are appropriated in the City Council
Adopted Budget for Fiscal Year 2013/2014 (account number 10145200.517900).

MOTION:
That the City Council:
1. Approve a purchase order with L.N. Curtis & Sons for personal protective
equipment to be issued to thirty-four (34) Reserve Firefighters in an amount not
to exceed $38,000; and,
2. Authorize the Purchasing Officer to execute the purchase order on behalf of the
City.
