City of Culver City, California Agenda Item Report RECOMMENDATION: Staff recommends the City Council approve a Memorandum of Understanding (MOU) between the City of Culver City (City) and the Culver City Unified School District (CCUSD) to install and maintain a marked crosswalk at the intersection of Elenda Street and Garfield Avenue. BACKGROUND: Public Works Department staff has been in discussion with CCUSD staff to address the large numbers of students crossing on Elenda Street in front of Culver City High School. Garfield Avenue and Franklin Avenue intersections on Elenda Street do not have any crosswalks or stop signs. DISCUSSION: As a result of the discussions, staff has developed a plan to install a yield- controlled pedestrian crosswalk on Elenda Street at Garfield Avenue. The proposed MOU with the CCUSD would allow for the following: ? The City would install a Continental (piano keys) yellow, high-visibility crosswalk for students to cross at the south leg of Elenda Street, at Garfield Avenue, in conjunction with “Yield” signage and pavement markings at the cost of the City. The CCUSD would provide funding for a security officer to assist pedestrians and motorist traffic crossing at this location during the morning and afternoon every school day (such services provided by the security officer would be duly authorized by the Chief of Police). A STOP-controlled crosswalk was considered, however, based on various observations and traffic engineering studies through the years, the location does not meet the warrants set in the California Manual on Uniform Traffic Control Devices (CA MUTCD) for the installation of an all-way STOP control. The proposed MOU does not specify the type of control (STOP or Yield) to be used with the proposed crosswalk, which provides the flexibility to change it in the future if it becomes warranted per CA MUTCD. The intersection of Elenda Street and Garfield Avenue best serves the large number of students approaching the school from the north and from the east. CCUSD staff proposes to present a request for approval of the MOU to the Board of Education on Tuesday, February 24 th . FISCAL ANALYSIS: The cost of installation is estimated to be $2,000. Adequate funding is available in the Neighborhood Traffic Management Program (42080000.730100.PZ599) to pay for the work and materials. Approval of the proposed MOU does not create additional fiscal impacts beyond periodic maintenance at the same time as all the other adjacent striping. MOTIONS: That the City Council: 1) Approve an MOU between the City of Culver City and the Culver City Unified School District; and, 2) Authorize the City Attorney to review/prepare the necessary documents; and, 3) Authorize the City Manager to execute such documents on behalf of the City.
