RECOMMENDATION

 

Staff recommends that the Civil Service Commission approve the revised Structural Rehabilitation Specialist recruitment bulletin.

 

 

BACKGROUND/DISCUSSION

 

The Structural Rehabilitation Specialist classification plays a key role within the Housing and Human Services Department by supporting property rehabilitation, code compliance, and contractor coordination for residential and commercial projects. The position also ensures that rehabilitation work complies with local and federal standards including HUD Section 8 Housing Quality Standards and the Culver City Municipal Code.

 

Recruitment Bulletin

 

The recruitment bulletin (Attachments 1 and 2) is reflective of the approved classification specification. The proposed updates are intended to ensure that the recruitment bulletin reflects current industry standards, departmental needs, and compliance requirements.

 

The proposed changes to the recruitment bulletin reflect updated job duties and changes to the minimum requirements.

 

If this action item is approved by the Civil Service Commission, it is noted that the anticipated title change to “Housing Rehabilitation Inspector,” will be reflected in the next release of the City’s revised Salary Schedule, which is contingent upon City Council’s approval.

Bargaining Unit Representation

 

The classification is represented by the Culver City Employees Association (CCEA).  A copy of the proposed recruitment bulletin was provided to CCEA for its information on Wednesday, August 20,2025.

 

 

AUTHORITY

 

The Commission’s authority to approve new or revised recruitment bulletins outlined in Civil Service Rules (CSR) 6.4.:

 

6.4 Commission Approval: Where an examination is required, the Human Resources Director shall prepare a Job Bulletin and forward it to the Commission for approval.   It shall not be necessary to obtain additional Commission approval of a Job Bulletin if there have been no changes in the minimum requirements, or examination components.

 

 

FISCAL ANALYSIS

 

There is no fiscal impact associated with the proposed changes.
