RECOMMENDATION:
Staff recommends the City Council approve a reauthorization of the Memorandum of
Understanding (MOU) between the City and the County of Los Angeles Department
of Public Works for Paratransit Service for the unincorporated Los AngelesCounty
areas of LaderaHeights, ViewPark, and Windsor Hills for the period July 1, 2011
through June 30, 2014.
BACKGROUND:
The Culver City Paratransit Program has been in operation since 1974 and has had
a coordinated Paratransit service MOU with the County of Los Angeles Department
of Public Works since 1995.
DISCUSSION:
The Culver City Paratransit Program has multiple funding sources. Two of the
agencies that fund the program are: (1) the Los Angeles County Metropolitan
Transportation Authority (METRO), and (2) the County of Los Angeles Department
of Public Works. METRO has offered Proposition A Discretionary Incentive Program
funds to agencies that provide Paratransit services since voters passed Proposition
A in 1980. Agencies with an executed MOU with METRO are allowed to receive up
to a 10% reimbursement for the net cost of their Paratransit Program. Agencies may
elect to offer coordinated Paratransit service between jurisdictional areas to receive City of Culver City, California

up to an additional 15%, increasing theProposition A Discretionary Incentive
Program funds reimbursable amount to 25% of the Program’s net cost. Since 1994,
the City of Culver City has had an MOU withthe County of Los Angeles Department
of Public Works (LAC-DPW)to offer coordinated Paratransit service to qualified
eligible residents of the unincorporated Los AngelesCounty areas of
LaderaHeights,ViewPark, and Windsor Hills, thus qualifying for the additional 15%
reimbursement from METRO.
The MOU with LAC_DPW also benefits both the City of Culver City and Paratransit
Program participants in other ways. It allows the City to request compensation of up
to $18,000 per fiscal year from LAC-DPW for Program administration. In addition,
LAC-DPW provides the City with taxi coupon booklets through which registered
participants may purchase five $10 discounted taxi coupons booklets (a $50 value)
for $10. Each booklet contains coupons equivalent to $10 in taxi fare and up to $10
of discounted taxi coupons can be used on any one way trip starting or ending in
LaderaHeights, ViewPark, and Windsor Hills. Los AngelesCounty residents age 60
and older automatically qualify to purchase taxi coupon booklets; those younger than
60 years of age must obtain a signed physician’s authorization form and pass a City
screening process in order to qualify.
FISCAL ANALYSIS:
No General Fund monies are currently used to support this service. The Culver City
Paratransit Program’s funding sources for fiscal Year 2011-2012 include:

MOTION:
That the City Council:
1. Approve a Reauthorization of a Memorandum of Understanding with the Los
Angeles County Department of Public Works to provide Paratransit service to
residents of View Park, Windsor Hills and Ladera Heights for the period July 1,
2011 through June 30, 2014; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
