RECOMMENDATION
Staff Recommends the City Council (1) adopt a Resolution accepting a $5,400,000 grant award from the California Department of Transportation’s (Caltrans) Priority Legislative Budget Projects for the City of Culver for Infrastructure Electrification Project; and (2) approve a budget amendment to record the revenue and appropriate the funding for this project upon receipt of the fully executed grant agreements (requires a four-fifths vote).
BACKGROUND/DISCUSSION
As part of the State of California Budget for Fiscal Year 2023, Culver City Transportation Department was awarded $5.4 million in the form of an earmark for transportation facility electrification efforts. The award was sponsored by Assembly District 55 (Isaac Bryan) and utilized direct appropriation via state’s annual budget process.
To accept the funding, Transportation, working with Caltrans Office of Local Assistance, has prepared a resolution accepting the funding (Attachment 1) required by the state before funding will be released. Additionally, the City Manager will be required to sign a funds transfer agreement with Caltrans Office of Local Assistance.
FISCAL ANALYSIS
Grant funding for this project will be fully utilized for costs related to the electrification work at the Culver City Transportation Department Facility. Funding is provided on an upfront basis by the state. Upon execution of the Funds Transfer Agreement, Transportation will request the full $5.4 million and place funding into a deferred revenue account established by the Finance Department. As project expenditures occur, Transportation will reimburse the general ledger account to ensure that all monies are properly allocated towards electrification efforts. All costs and associated revenue will be programmed against capital project PB002 - Transportation Facility Electrification.

That the City Council:
1. Adopt a Resolution Accepting a $5,400,000 Grant Award from the California Department of Transportation’s Priority Legislative Budget Projects for the City of Culver for Infrastructure Electrification Project;
2. Approve a budget amendment to record the revenue and appropriate the funding for this project upon receipt of the fully executed grant agreements (four-fifths-vote requirement);
3. Authorize the City Attorney to review/prepare any necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
